The purpose of this study is to knowledge required elements when a community wants to achieve community empowerment. This study takes Kang’s historical village in Tainan as example. Kang’s historical village is located in Sinhua district in southern Tainan. Kang’s historical village used to be a prosperous transportation hub in Japanese-occupied period. Nowadays, Kang’s historical village is planned by Tainan City Government as Tavocan Cultural Park, containing rich cultural resources and treasurable natural resources. By participating in the process of community design in Kang’s historical village, will help us to investigate and observe from various perspectives, and acquire more objective research results.

This study will focus on how they revive Kang’s historical village through a series of activity from community design perspective. This research will observe and generalize required elements by using action research with participant observation and in-depth interview method in order to collect qualitative data. The research finding reveals that there are four phases of community design process in Kang’s historical village and twelve influencing factors existing in the process. After analyzing the relationship between factors and effect of activities, we will provide Kang’s historical village a referable guideline. Because community design is manipulated from bottom to top, this guideline will more suitable to connect local resources and consensus of local residents. Therefore, this guideline can also be provided to other organizations who are interested in community design.
