  • 流感本就為一種高度傳染性的疾病,近年來更出現能同時感染鳥類和人類,且具有高致死率的流感亞型”H5N1”,成為繼SARS後易形成恐慌的疫情。
    為了讓流感的傷害減到最小,在流感病毒爆發出疫情時全台各醫療院所的有效訊息傳遞和藥材配送已逐漸成為一個極為重要的措施。有鑒於此,本研究模擬在疾病管制局(CDC)內建置一套流感防治藥材通報及配置系統。透過既有的健保局醫療資訊網路取得各家醫療院所通報的藥材庫存資料,提供疾管局內部多位主管登入系統的權限,並納入模糊理論做多人決策評估,以多位專家的綜合評估得出台灣各區的流感藥材需求量。
    本系統採取XML作為電子資料交換的標準,當流感疫情爆發時,全台2萬2千家醫療院所必須聽從中央疾管局的指示,妥善分配物資到疫區,以在各區院所總庫存滿足最低安全存貨的條件下達到高效率和及時反應性的物資調配。
    本系統雛形完成後,我們將系統展示給六位疾管局人員,並對他們進行訪談,以了解他們的想法和觀點,作為將來擴展或修改的依據。

    Influenza pandemic is a kind of highly contagious disease. But a prominent subtype of avian influenza A called “H5N1” has occurred in recent years, which can infect both people and birds and own high level of fatality. It has been another disease which easily causes a panic after SARS.
    In order to reduce the damage of influenza, it’s an important measure to deliver messages and dispense medical goods and materials usefully. So, this research represents a simulated system attached to the center of disease control(CDC), it can get a large amount of data from hospitals and clinics throughout the country. It allows multiple CDC’s experts to entry into this system, and adopts the fuzzy theory to establish the assessment of a group decision to get the requirement of influenza curing materials from each area in Taiwan.
    This system uses XML as a standard for electronic data exchange. The twenty-two thousand of medical stations must obey the CDC’s command to dispense medical materials to epidemic areas efficiently and immediately on condition of safely minimum stocks.
    We demonstrated finished prototype system to six CDC’s experts and conducted a semi-structured interview with them for understanding their thoughts and concepts. The records of the interview can be used as a basis of future expansion and study.
