2019年12月爆發的新冠肺炎 (COVID-19) 疫情在全球快速擴散,對各個行業造成了嚴重的影響,甚至導致某些行業完全停擺,其中醫療行業也不例外。新冠肺炎疫情的嚴重性不僅改變了民眾就醫的習慣,同時也讓醫療機構面臨經營上的挑戰。
此次新冠肺炎屬於新興傳染病,其新穎性、破壞性及關鍵性都不亞於2003年的SARS,甚至更嚴重。本研究透過質性研究法及文獻蒐集,利用半結構式方式訪談某公立地區教學醫院院長、二位高階主管及一位總務室科員於面對新冠肺炎疫情的新穎性、破壞性及關鍵性時,醫院如何根據利害關係人及五力分析理論評估各項威脅,並運用組織雙元性在疫情艱難的環境下發揮靈活的協調 及適應力來完成各項接踵而來的非例行性的業務。
地區醫院在新冠肺炎疫情期間面臨著有限資源的挑戰,但通過有效的人力管理、資源協調、遠距醫療及應急計畫等措施,可以最大程度地優化資源使用,迅速做出反應,以應對疫情帶來的挑戰。組織或企業平時應保有組織雙元性才能在發生重大災害或危機事件時能發揮探索及利用能力並展現靈活的協調及適應力來應付改變中的環境,也才能在競爭激烈的環境中求得生存並展現出組織的價值。本研究提出的結論和建議,為相似規模的地區醫院在應對重大疫情危機時提供了有價值的參考和危機處理模式。
The COVID-19 pandemic, which erupted in December 2019, rapidly spread worldwide, causing severe impacts on various industries and even leading to complete shutdowns in some sectors. The healthcare industry was no exception. The seriousness of the COVID-19 pandemic not only changed people's healthcare habits but also posed significant challenges to healthcare institutions' operations.
This COVID-19 outbreak belongs to the category of emerging infectious diseases. Its novelty, disruption and criticality are comparable to or even surpass the 2003 SARS outbreak. This study, conducted through qualitative research methods and literature review, employed semi-structured interviews with the superintendent, two senior executives, and an administrative staff member of a public regional teaching hospital. The study investigated how the hospital assessed threats based on stakeholder and Porter's Five Forces analyses in the face of the novelty, disruption and criticality of the COVID-19 pandemic. It also explored how the hospital utilized organizational ambidexterity to exhibit alignment and adaptability in dealing with a series of unprecedented challenges.
During the COVID-19 pandemic, regional hospitals faced challenges with limited resources. However, by implementing effective workforce management, resource coordination, telemedicine, and emergency plans, they can optimize resource utilization to the maximum extent, respond rapidly, and address the challenges posed by the pandemic. Organizations or businesses should maintain organizational ambidexterity during normal times to explore and exploit their capabilities and demonstrate alignment and adaptability when dealing with changing environments during major disasters or crises. This ability is essential for survival and showcasing the organization's value in a competitive environment.
