摘要
電信產業經營環境由於技術的創新及政策的鬆綁,各項服務漸次呈現多元化與不確定性,例如電信、廣播電視、網際網路、有線電視網路業者間身分與界限因數位化發展而日趨模糊。在這快速變動與激烈競爭的環境中,優勝劣敗,適者生存是自然不變的法則。所以如何提升整體組織績效以確保競爭優勢,避免被大環境所淘汰,是為業者目前最重要的課題。
本研究以中華電信南區分公司為對象,以組織績效為核心概念,研究期間適逢中華電信歷經民營化組織變革的過程,所以本研究從組織文化、組織變革的角度切入以探討其對組織績效的影響。本研究透過問卷調查的方式蒐集研究資料並使用SPSS做實證分析以探討組織文化、組織變革與組織績效間的關係,並實證分析人口統計變項對組織文化、組織變革與組織績效的認知情形。依據研究結果,提出具體建議,作為中華電信公司推動組織變革,提升組織績效的參考。本研究獲致重要結論與建議如下:

1、組織文化對組織變革有顯著的正向影響。
2、組織文化對組織績效有顯著的正向影響。
3、組織變革對組織績效有顯著的正向影響。
4、「組織文化、組織變革」對組織績效有顯著的正向影響。
5、不同人口統計變項對組織文化、組織變革與組織績效的認知部份有顯著的差異。
對中華電信的建議:
1、善加利用目前的組織文化氣候,推動組織變革。
2、加速新陳代謝,改善人力結構。
3、重視成本管控,提升工作效率。
4、積極鼓勵員工參與創新及改革。
Abstract
Because of technical innovation and policy deregulating, the management environment of telecommunication industry gradually present multiplication and uncertainty including the identity and position among telecommunication, broadcast television, Internet and cable TV which are increasingly fuzzy about the digitization development. In this fast changes and intensive competition environment, the success of an organization will depend on its strength and weakness. It seems a nature law with the survival of the fittest. Therefore, hwo to promote the overall organization effectiveness to keep the competitive advantage and avoid eliminating by the environment is the present most important topic of a company.
This study focuses on organization effectiveness and based on the case of Chunghwa Telecom southern branch. During the research period, it just happened to process the privatization of Chunghwa Telecom. Therefore, this research aspect from organization culture and organization change to discuss its influence on the organization effectiveness. We collect research material by questionnaire survey and use SPSS to analize some factors and relationships among organization culture, organization change and organization effectiveness. The empirical study on the cognition of demographic variables are also discussed. The studied result is tried to be the proposal of Chunghwa Telecom for impelling organization change and promoting organization effectiveness. We obtain some important conclusions and suggestion as follows:

1. The organization culture positive significantly influences the organization change.

4. The organization culture ,organization change positive significantly influence the organization effectiveness.
5. The cognition of demographic variables to the organization culture, the organization change and the organization effectiveness have parts significantly difference.
The suggestion for Chunghwa Telecom:
1. Using present organization culture situation to impel the organization change.
2. Inducing metabolism to improve manpower structure.
3. Taking the cost control and promoting working efficiency.
4. Positively encourages the staff to participate in the innovation and the reform.
