於2019年底開始全世界因新型冠狀病毒Coronavirus Disease-2019 (COVID-19)之疫情擴散而造成經濟、生活消費等功能大舉癱瘓,雖然各國迅速制定防疫措施與增強醫療救治,仍舊造成生命與經濟的損失。近年多數研究以醫學、流行病學等生命科學類別與經濟學、公衛環境等社會經濟類別之影響面向進行研究,於空間分析面向的研究僅止於探討行政區尺度與其地區確診率,於街廓空間尺度及確診實際發生位置的觀察尚有不足之處,但在防疫政策與規劃上,此一面向將會對空間尺度上的決策至關重要。本研究以臺中市政府公開之去識別確診者足跡點位觀察確診者感染位置及總足跡分布特徵與差異,並蒐集臺中市國土利用調查現況、各都市重要設施分布與交通站點資訊,利用地理資訊系統(Geographical Information System, GIS)將上述資料空間化,初步分析都市要素分布組成及確診者感染位置與總足跡數分布特徵之影響,並探討防疫政策於土地使用的影響上對新冠肺炎確診者感染位置與總足跡分布之成效,以從空間角度為相關防疫政策提供建議與參考資訊。研究成果發現確診者感染位置數量與土地混合使用類別、醫療設施分布和交通條件有顯著的正相關,而土地使用多樣性則有負向的關聯性,確診者總足跡數僅與交通條件有顯著的相關性,其中土地使用類別的變數具顯著性且變數類別中含正負向影響差異,於設施與交通變數上則在細緻空間驗證上與國際研究變數有相似的結果發現,根據本研究初步探討於小尺度上都市要素於疫情之影響發現感染位置之影響因子明確,未來於大型流行性疾病發生的情況下,不論於特定空間的規範強度或是於大範圍的匡列檢疫和防疫資源投入,均能應用於防疫政策的調整或對傳染疾病的調適規劃上。
This study uses the Taichung City Government's publicized information that are de-identification of the footprints of confirmed cases to observe the infection locations and the total footprints and their differences of distribution characteristics, using the geographic information system to spatialize the data, analyze the influence of the distribution of urban elements and the distribution characteristics of the infection locations and footprints of confirmed cases, and discuss the effect of epidemic prevention policies on the impact of land use on the infection locations and footprint distribution of confirmed cases, so as to provide advice and reference information relevant epidemic prevention policies from a spatial perspective. The results found that the number of infected locations of confirmed cases has significantly positively correlated with mixed land use, distribution of medical facilities, and traffic conditions, while land use diversity has negatively correlated, on the other hand, the total footprints of confirmed cases only correlated with traffic conditions. Among them, the variables of the land use category are significant and there are positive and negative different impact among the variable categories. The results of the detailed spatial verification of the variables of facilities and traffic are like those of the international research variables. In the future of the occurrence of epidemic diseases, the findings of this paper can be applied to the adjustment of epidemic prevention policies or planning.
