臺灣全島地形約有百分之七十為丘陵及高山,其中百分之三十為平原及盆地,為臺灣之經濟地帶。由於人文及工商業發展大都集中於此,且因臺灣之主要河川其型態為坡陡流短,從發源地至入海長度約為一百多公里,因此每遇颱風或豪雨時,則洪水快速傾洩而下直奔於海;於下游或出海口一旦遇迴水及海水感潮時,常使得洪水無法即時排除,就漫過兩岸往低地淹積,造成經濟嚴重損失。
本篇研究由防洪抽水站設計原則,規模分析及整體檢討,以臺南縣三個防洪抽水站(由北而南依序為新營市興隆寺抽水站、永康市永康抽水站及仁德鄉保安抽水站)做為案例,進行檢討並提出改善建議並研究未來防洪抽水站設置應考慮的事項及未來若需進行改善之改善方式及可行性,提出未來改善之建議以供參考。
Lands are precious resources in Taiwan and many of them are developed for commercial or residential uses. These developments reduce space for runoff and increase discharge in river. High riverside levees thus are constructed to protect people and property from being flooding by water that comes from the upstream catchments. Yet city drainage system and pumping station are needed so that those runoff water that are accumulated inside the levees can be pumped out properly. If the drainage system and the pumping stations were not well designed, serious flooding problems could occur.
To design a proper drainage and pumping system (DPS), this study suggests a three step procedure. The first is to estimate its capacity based on local hydraulic and hydrological data, the second is to set up design principles and design, and the third is to conduct overall evaluation based on system efficiency, reliability, and construction and maintenance costs. Three designed DPSs in Tainan County, Xing Long Si, Yung Kang and Bao-an, are assessed through the procedure. It is found that some factors such as the uncertainties in hydrological data and technology, social activities other than the engineering problems, should also be considered in the design. Sometime these factors can be fatal to the overall project. Through these assessments, we propose amendments to the three DPSs and modify the design procedure accordingly.
