非工程手段的防災措施是台灣近年來實施的一項重要防災政策,但自主防災社區的防災成效一直是人們討論的重要話題。本研究以崑山自主防災社區為研究個案,以2018年的大雨為例,探討崑山自主防災社區是否表現出減災效益。本文以災害資訊、資源動員、利益相關者為自變項的研究框架,探討防災社區在效率和滿意度方面的成效。本研究主要採用深度訪談等方法來收集數據。受訪者主要是個案的利益相關者,包括永康區公所、崑山社區領導及幹部、成大協力團隊等10人。研究結果有六大發現:第一,崑山社區透過資訊平台實現高效地資訊交流;第二,頻繁地資訊交流提升崑山社區的防災意識;第三,崑山社區運用標準化和災前動員達到動員效率;第四,各組織滿意崑山自主防災社區的動員效果;第五,明確的誘因和高配合度促使順暢地利益相關者合作關係;第六,崑山社區居民滿意自主防災社區的良好防災成效及其在各種災害中的應變成效。根據這六項研究結果,提出六項研究建議:第一,加強資訊交流,通過多樣化的社群媒體宣傳防災社區之防災效益;第二,防災社區的維運需要加強對一般民眾的防災教育;第三,防災社區應該提供更強烈的誘因,吸引年輕的社區居民參與;第四,雖然自主防災社區的成效讓社區居民滿意度高,但防災社區的動員系統可以提升到像是降低災害風險的更高層次;第五,可以改進防災教育的方式,加強社區內部組織間合作;第六,崑山自主防災社區的防災成功經驗可以被其他社區借鑒。
Non-engineered disaster prevention measures are an important disaster prevention policy implemented in Taiwan in recent years, but the effectiveness of self-reliance disaster prevention community (SRDPC) has been an important topic of discussion. This study takes the Kunshan self-reliance disaster prevention community (KSRDPC) as a study case and takes the 2018’s Heavy Rain as an example to explore whether the SRDPC has shown the effectiveness of disaster reduction. This paper discussed the effectiveness of SRDPC in terms of efficiency and satisfaction with a research framework that uses disaster information, resource mobilization, and stakeholders as independent variables. This study mainly adopts the method of in-depth interviews to collect data. The interviewees were mainly stakeholders of the case, including 10 people from the district office, community residents, and cooperative team. The research results have six major findings: Firstly, the community achieves efficient communication through the information platform. Secondly, the community's awareness of disaster prevention is improved through frequent exchange of information. Thirdly, mobilization efficiency was achieved through standardization and pre-disaster mobilization. Fourthly, stakeholders are satisfied with the mobilization effect of KSRDPC. Fifthly, clear incentives and a high level of cooperation resulted in efficient stakeholder cooperation relation. Sixthly, high satisfaction with SRDPC due to the good effectiveness and their ability to be used in a variety of disaster. According to the six research results, six research suggestions are put forward: Firstly, diverse social media can be used to strengthen information exchange. Secondly, KSRDPC could be sustained through general disaster prevention education. Thirdly, SRDPC should develop incentives to attract young residents to participate. Fourthly, mobilization system could be upgraded although with high resident satisfaction. Fifthly, disaster prevention education could be improved to sustain inter-organization collaboration. Sixthly, KSRDPC experiences could be learned by other communities.
