資訊業務委外，對企業來說已非新的觀念，在企業受限於內在資源有限與外在變化快速，因此會將較不重要的維運工作或新技術的導入委外進行，一方面可將有限資源投入於加強與維持企業核心競爭力中，另一方面則透過外部廠商引進新技術協助企業資訊轉型及提升。
在上述的企業資訊業務委外敘述中，所談及之範圍過大，也因此在以往的學術研究文章及論文中，往往都未將內部維護工作與新技術導入等截然不同考量的委外服務內容，在一開始的定義就明確區分開來，導致了後續的研究成果雖能代表部分資訊業務委外的關鍵成功因素，但就不同需求與範圍的考量時又無法百分之百契合。
本研究以資訊基礎維運業務委外為範圍，避免範圍過大而導致結果失真，又利用IDEF方法論明確基礎維運業務委外流程，藉此將以深度訪談之個案研究能於特定範圍與特定標的間，利用前人研究之關鍵因素加上近期資訊重要關注課題共八項，重新調查發現，影響資訊基礎維運業務委外的前五項關鍵因素分別為：
1.資訊安全考量為資訊基礎維運業務委外的重要關鍵因素。
2.少子化的衝擊為資訊基礎維運業務委外的重要關鍵因素。
3.委外成本的考量為資訊基礎維運業務委外的重要關鍵因素。
4.建立供應商管理計畫並制定短中長期業務目標為資訊基礎維運業務委外的重要關鍵因素。
5.供應商的專業技能是否充足為資訊基礎維運業務委外的重要關鍵因素。

Due to limited internal resources and rapid external changes, enterprises may outsource information-related tasks. In the previous research on the outsourcing of corporate information tasks, most researchers did not separate the maintenance of information systems from the introduction of new technologies. As a result, although the prior studies present some of the key outsourcing factors, which factors cannot be explained correctly for a holistic scenario when concerning various needs for the complicated scopes. The objective of this study is to examine the required outsourcing of the maintenance of the information infrastructure to avoid an excessively large scope activities and distortion of them. The IDEF methodology is used to clarify the information infrastructure maintenance process of the propose case. The in-depth interview is adopted to collect the relevant key factor within a specific scope of this case. There are eight important topics for this investigation. Finally, five key factors that affect information infrastructure maintenance outsourcing were identified, which includes information security, low birth rate, outsourcing costs, establishment of supplier management plans and business goals, and the professional skills of suppliers.
