國立成功大學於2012年接受教育部委託，成為「大學自主治理方案之試辦學校」，本研究以其中倍受衝擊之會計部門為研究對象，引用平衡計分卡之績效管理模式，以提升該部門各面向之績效為願景，提出有關該部門制度面及實務面之績效指標及革新建議。
本研究內容主要以平衡計分卡之七步驟為主軸，先藉由會計部門使命，針對財務、顧客、內部流程、學習與成長等四個構面，擬具五大策略性議題，接著再透過研擬策略性目標、策略性衡量指標整合出個案組織之策略地圖，續以策略性衡量指標之目標值、策略性行動方案、策略性預算、策略性獎酬等步驟，最終研擬出一套適合國立大學自主自理後之會計部門組織文化、業務特性之績效評估制度，期能有助於強化該組織功能，並藉以提升其服務能量與創造組織之績效。

SUMMARY

National Cheng Kung University was selected as the pilot school in 2012 to participate in the University Autonomous Governance Program commissioned by the Ministry of Education. The accounting department, which is under the greatest impact of the governance policy, is chosen as the subject of this study. Through the introduction of Balanced Scorecard as a management model for overall performance evaluation, various performance indicators and proposals for innovations were recommended to enhance the effectiveness of the department.
This study emphasized on 7 steps Balanced Scorecard approach and focused on 4 department mission associated aspects involving financial, customers, internal business processes, learning and growth to establish 5 strategic objectives. A strategy map was developed by integrating strategic objectives and measures that linked directly to every operation activity. Subsequent implementations constructed strategic action plans, budgeting, and reward systems to develop an adaptable management system that enable the accounting department to institute business culture and characteristic under the influence of the autonomous governance policy. The results indicated the use of Balanced Scorecard can strengthen inherent functions and provide practical guidance to enhance performance and promote innovation of an organization.
