科技改變的速度及頻率,迫使現今及未來的組織必須改變其結構及功能。傳統的多層式組織及垂直控制結構,以及以功能區分的部門組織結構,已不如扁平、水平結構更能協調整合。現代的組織必須更具彈性、更敏捷、能迅速制訂決策、快速行動,而且以客戶為導向。所以,要適當地、永續地維持組織在競爭力及價值創造力的優勢,需要一個能培育革新的組織結構,並能運用優勢策略以增加組織競爭優勢。本研究在對中華電信公司進行組織結構與組織環境、技術、策略之整合性分析後,希望能找出組織競爭優勢策略項目,使中華電信公司能在「永續發展」的理念下能維持「全球化」的組織競爭優勢。本研究架構分為三個部分,第一部分為組織分析,針對中華電信公司之組織結構構面與組織環境、技術及策略作整合性分析。第二部分採用TOWS分析並研擬出中華電信公司組織競爭優勢的重要策略項目。第三部分採用AHP層級程序分析法篩選中華電信公司組織競爭優勢策略項目。
本研究首先透過對中華電信公司之組織結構構面與組織環境、技術及策略作整合性分析結果,建構中華電信公司組織競爭優勢策略TOWS策略模型及AHP層級程序分析架構;透過問卷調查中華電信公司加值服務部門、通訊設備維運及管理部門、帳務管理部門、業務服務部門,等電信技術領域與業務領域專家,對於公司組織競爭優勢策略的意見。最後,針對以上四組受訪者分別探討其對於中華電信公司組織競爭優勢策略之七類策略構面與二十五項評量方案的權重,並彙整這四組受訪者針對TOWS四類目標構面相對權重值及其排序。研究結果,整體受訪者認為中華電信公司組織競爭優勢策略之TOWS四項策略目標及七項策略構面之重要性順序:最重要為ST策略之「定位外部競爭策略模型」、其次為WO策略之「推動整合協調機制」、再其次為WT策略之「調整組織策略控制型態」、WT策略之「建構環境適應機制」、WO策略之「強化組織文化凝聚力」、SO策略之「推動彈性化組織流程」、最後是WO策略之「塑造領導人風格」。研究結果亦顯示,整體受訪者認為中華電信公司在現今及未來組織必須改變其結構及功能。因此,要適當地、永續地維持組織在競爭力及價值創造力的優勢,需要一個能培育革新的組織結構,並能運用優勢策略以增加組織競爭優勢。本研究提出對中華電信公司組織競爭優勢策略建議要點如下:(1)以市場控制模式定位競爭策略;(2)以扁平、水平結構建立協調整合機制;(3)以客戶導向為主軸的企業文化。
Nowadays, as the fast innovation of technology, modern corporations must be more flexible and agile in making strategies. This study is aimed to have an integrated analysis to the organization of Chunghwa Telecom Company and find out its competitive advantage items, hoping to make it maintain globally organizational competitive advantage under the concept of “Built to Last”. The structure of this study is composed of three parts. The first part is to have an organizational analysis of Chunghwa Telecom Company; the second part is to draw up the related strategy items of organizational competitive advantage of Chunghwa Telecom Company by using TOWS matrix; and the third one is to filter the most important strategy items of organizational competitive advantage of Chunghwa Telecom Company by using AHP technique. The author uses questionnaire to collect related data from the employees of Chunghwa Telecom Company.
The result shows that the TOWS’ four strategy goals and seven strategy dimensions to the organizational competitive advantage of Chunghwa Telecom Company are listed in order according to their importance as follows: ST strategy: Positioning Competitive Strategy Model; WO strategy: Interdepartmental Coordination and Integration Approach; WT strategy: Organization Strategic Control Model; WT strategy: Environmental Adaptation Approach; WO strategy: Organizational Culture; SO strategy: Flexible Organization Process Approach; WO strategy: Leadership Style. The result also shows that most employees who fill the questionnaires have the same opinion that Chunghwa Telecom Company must change its organizational structure and function for this time being and future. Thus, in order to lastly maintain the advantage of competition and values-innovation based leadership, Chunghwa Telecom Company needs constant innovation and uses its advantage strategy in improving its competitive advantage. Finally, the author offers some suggestions about organizational competitive advantage strategy to Chunghwa Telecom Company as follows: 1. to position competitive strategy by using the market control model; 2. to make an interdepartmental coordination and integration approach with flatter and horizontal corporation; 3. to build an organizational culture by adapting the stakeholder satisfaction approach.
