高科技廠房建廠過程須經決策擬定、規劃設計、招標發包、現場施工及使用營運等不同階段，其中現場施工之掌控在此計畫體系中愈顯重要,此乃由於高科技廠房具有投資金額龐大、施工時程極短及工程界面複雜等營建特性，若逾期完工所須付出之代價遠較傳統營建工程來得高，所以如何「如期如質完工」是高科技廠房專案所有參與者都非常重視的課題。
國內高科技廠房工程雖然已有多年經驗，但由於施工過程工期趕、工作量大，導致在進度管理上仍普遍存在著許多問題影響工程進展，在目前國內營建勞力極度短缺的情況下，且建廠速度須配合近年來國際景氣迅速變化之節奏，惟有依靠建立良好管理制度、方法與流程，提昇作業效率，並減少錯誤施作，才能掌握科技廠房工程建廠特性。
本研究藉由相關文獻資料之彙整，分析高科技廠房營建進度管理方式及原則，並針對國內五個高科技太陽能廠房工程之案例，進行個案資料蒐集及分析，以瞭解建廠過程各階段發生之問題及相關解決方式，期能提供建廠業主、設計單位、施工廠商等相關施工團隊建廠執行之參考。

Developing High-Tech Factories during the construction process is subject to different stages such as decision-making, planning, design, bidding, onsite construction, and operation. Among aforesaid stages, the control of onsite construction becomes increasingly important in the planning system due to substantial amount of investment, short construction time, and complicated engineering interface. The price to be paid for a delayed completion of the High-Tech Factories is much higher than traditional construction projects; therefore, on-schedule completion with high-quality becomes an important issue to be considered.
Although domestic High-Tech Factories engineering have years of experience, crammed schedule of construction process and heavy workload often results in the prevalence of many of the problems affecting the progress of the works in progress management; To build a factory, with extreme shortage of domestic construction labor, the speed must be compatible with the rhythm of the current rapidly changing international economy and can only rely on excellent management systems, methods, and processes in accordance with the nature/characteristic of technology factories construction to improve operating efficiency and reduce errors.
This research, with a complied collection of relevant literature, is to analyze the methods and principles of High-Tech Factories construction progress management. Data collection and analysis of five (5) Solar Energy Industry engineering projects provide references for owners, designers, and contractors to better understand problems and find solutions in various stages of the construction process. The results of this study are summarized as follows:
