本研究主要目的是探討，兩岸相繼進入WTO及台灣開放IC產業西進大陸之後，兩岸IC產業群聚在目前與未來產業狀況下之相對競爭優勢。本研究架構有五大構面，主要參考Porter「鑽石體系」模式之四大構面並加上「政府」成為第五構面。
由於時間及其他因素考量，本研究僅以台灣IC產業廠商為研究母體，透過問卷方式收集資料，總計發出267份問卷，有效回收問卷123份；以敘述性統計方法、信度與效度分析、變異數分析、及差異比較分析等統計方法，進行資料之驗證與交叉分析。歸納結論如下：
1.就整體IC產業群聚而言：大多數受訪者認為，在目前產 業狀況下，台灣IC產業群聚的競爭優勢明顯大於大陸；未來，台灣優勢將隨時間逐漸趨向於大陸。在各構面下亦有相同趨勢，其中以「相關性支援產業」及「需求條件」的優勢流失最大，「政府」構面優勢流失相對較小。
2.就各別IC產業而言：大多數受訪廠商認為，在目前產業狀況下，台灣各IC產業皆有明顯優勢；然而，在未來產業狀況，大陸優勢將迎頭趕上。就不同產業之各構面分析，不同產業之各構面優勢將轉移至大陸，但是趨勢並不明顯；其中，僅有「IC設計」之檢定結果為顯著。
3.就五大構面而言：整體來說，大多數受訪廠商認為，目前台灣IC產業競爭優勢明顯優於大陸，但是，在「政府」構面下有兩個項目則是大陸優於台灣，分別是「政府政策的執行效率」及「提供特殊優惠稅制」。未來，台灣優勢逐漸被大陸趕上，但是，台灣在「智慧財產權保護」與「執行嚴格品質政策」項目上仍舊維持相對優勢。

In 2002, the Taiwan Government finally opened the IC industry up to entering China. The purpose of the thesis is therefore to research the competitive advantage of the IC industry cluster between Taiwan and China in current status and future as well.

In this paper, the research model composes five factors each as Input Conditions, Demand Conditions, Firm Strategy and Rivalry, Related and Supporting Industries, and Government, which are referred to the Diamond Analysis created by Michael Porter.

This study uses the Taiwan IC industry as the basis of research due to time limitation, by using of descriptive statistics, t test, ANOVA, and Factor analysis to analyze the “accepted” samples collection from mailing questionnaire to learn about the ratio and influence factors on competitive advantage in Taiwan and China.
The main results of the research could be summarized as follows：

1.In the overall IC industry cluster：Most of investigated companies think that Taiwan’s IC industry have higher competitive advantage than China in current status. But the trend of advantage will be toward to China in the future.
2.In the individual IC industry：According to the analyzing results, there is the same trend as the overall IC industry cluster as above.
