  • 高科技產業的各個專業領域中,已經很少有第五名公司生存的空間了,未來幾年可能只有擠進前兩名,別人才會找你做伙伴,自己也才能存活下來,故核心能力變得越來越重要。但是高科技產業常常面臨許多不確定的問題和因素,所以必須在公司各項活動和環節加以串聯、整合和規劃作業價值鏈,以快速回應市場的變化與客戶的需求,並進而降低整體營運成本,提升核心競爭力。為了提升核心競爭力,則有必要建立公司與上下游完整之採購策略與管理,如此才能將創造出更多利益與成本優勢。
    本研究透過深度訪談、流程檢視與案例探討等方式,分析相關案例,歸納和建構出決策層級架構,並運用模糊專家問卷與多準則決策的評選方式,評估採購策略與行為準則。經過軟體計算排序之後,得到採購構面及準則的排序和策略方案的變動順序,藉此,試圖建立起採購策略最佳方案。
    研究顯示,採購人員在執行採購程序上的比重為:策略研擬>資料蒐集>規格確認>議價模式>發包決策。而其中在「策略研擬」階段,優先策略方案依序為開發新供應商>引介替代品>集量採購。依據上述結果可知,透過採購策略的有效運用,和落實執行,對企業整體採購績效上將會更為顯著。
    透過實證探討方式,本研究發現,架構明確及語意指令簡潔流暢,是採購策略成敗的重要因素。適時提供專家的經驗和策略,則可以給予採購人員最正確的資訊與建議,有助於採購策略之思維。

    There is very little room for a fifth company to survive in various fields of High-tech industries. Only the top two companies will be able to get others to be their partners and also survive by themselves in the next few years. Therefore, the core capacity will become increasingly more important. However, they are often faced with many problems and uncertain factors. It is imperative that the various activities and aspects of the company need to be in series, integration and planning for the operations of value chain in order to quickly respond to market changes and customers’ demand, thus reducing overall operating costs to enhance the core competitiveness. In order to enhance core competitiveness, the establishment of upstream and downstream companies and the integrity of the procurement strategy and management will be able to create more benefits and cost advantages.
    This research, going through deep interviews, process view and case study to analyze some related cases, summed up and built up the hierarchy matrix of the decision-making, and the processes of fuzzy expert questionnaire and the selection of multiple criteria for decision- making approach to assess the procurement strategy and code of conduct. After the software operational ranking, the dimensions and the criteria for the procurement of sequencing and sequence changes in strategy were obtained, and the best option of procurement strategy was established.
    The research shows that the priorities of procurement staff on procurement procedures are concluded as the following: strategy development > data collection > specifications confirmation > negotiation model > contract decision-making. The strategies in sequence of "strategy development" stage are: new suppliers phase in > substitutes introduction > volume procurement. The consequences indicate that by the effective application of procurement strategy and its implementation, the overall procurement performance of enterprises will be more significant.
    By verifying some real cases, it’s found that clear hierarchy, concise and smooth linguistics are the most important essence of procurement strategy for success or failure. An expert’s experience and strategy, just offered in time, may help procurement staff able to get the most accurate information and recommendations, which contributes to the thinking of the procurement strategy.
