  • 本研究旨在針對道路分級制度與永續發展理念的整合進行探討,並提出可行的改善策略以建立具多功能性與人本導向的永續道路系統。本研究透過國內外永續城市與運輸發展策略,以多維度道路分級架構結合永續運輸策略,建構出九項具代表性的永續道路改善策略。
      本研究以實務界與學術界專家為對象,進行重要性與可行性雙重評估。研究結果提出道路分級除了聚焦於道路本身的層級劃分外,空間規劃及運具層面亦被高度重視,將其納入道路分級的分類考量中。透過重要性與可行性整合分析,將策略依推動順序分類,提供未來政策推動之策略排序與資源配置建議。
      本研究補足現行道路系統對人本交通與空間使用考量的不足,也為永續運輸政策與道路治理提供策略性方向。期望透過制度設計與跨領域整合,推動具備公平、安全與永續性的道路分級體系,進而實現永續及宜居城市願景。

    This study investigates the integration of road classification system with sustainable development goals, aiming to develop a multifunctional, human-centered framework for sustainable road systems. Based on international and domestic urban transport strategies, the study adopts the HAM (Hierarchy, Activity, Mode) three-dimensional framework and incorporates the Avoid–Shift–Improve (ASI) approach to develop nine representative improvement strategies. The research applies the Analytic Hierarchy Process (AHP) to conduct expert surveys across planning, operations, and academia, evaluating both the importance and feasibility of each strategy. Results indicate that beyond the traditional road-level classification, spatial planning dimensions—such as land use and roadside activity—are also critically important and should be incorporated into future classification systems. Through combined importance–feasibility analysis, the study categorizes strategies into implementation groups to guide policy prioritization and resource allocation. The findings highlight the limitations of the existing car-centric planning paradigm and underscore the necessity of integrating human-oriented, spatial, and modal priorities in road design. This study contributes to filling the current gaps in road classification by providing a strategic framework to support sustainable transportation policy and governance. Ultimately, it seeks to promote a fair, safe, and sustainable road system aligned with the vision of people-oriented urban development.
