隨著全球女性創業活動的興起，政府的支持政策變得越來越重要。本研究聚焦於台灣女性創業者，探討利用和未利用政府資源對創業成功的影響。透過半結構式訪談，我們對比分析了已利用與未利用政府資源的女性創業者，揭示了政府資源使用現狀與創業實踐的關聯性。
首先，研究界定了「女性創業」與「政府資源」的概念，並回顧相關文獻。女性創業者主要面臨資金獲取、人脈建立、市場進入門檻及性別偏見等挑戰。政府提供的貸款、補助、培訓和創業諮詢服務等資源，被視為支持女性創業的關鍵因素。通過深度訪談，本研究探討了受訪女性對政府資源的認知、使用經驗及其對創業成功的影響。
研究發現，儘管政府提供多種支援措施，但在資源分配和應用上仍有不足。一些女性創業者反映，由於資訊不透明和申請程序複雜，實際可獲得的支援遠低於預期。此外，部分創業者認為政府支持過於注重數據評估，而忽略了創業項目的質量和長期發展需求。
基於以上發現，本研究提出了政策改進建議。首先，建議政府增強資源的可訪問性和透明度，例如建立綜合資訊平台，方便創業者查詢和獲取各類資源的詳細信息。其次，建議實施更靈活和多元的支援策略，以適應不同創業者的需求，特別是在資金支援和專業培訓方面。政府可以與民間企業、非營利機構合作，組建專門為女性創業者設計的輔導顧問團隊，分享實戰經驗和專業知識，幫助創業者解決問題並制定有效策略。
透過這些改進措施，政府資源將能更有效地支持女性創業者，促進創業活動的成功，並為台灣的經濟發展做出更大貢獻。

This thesis investigates the challenges and obstacles faced by female entrepreneurs in Taiwan, focusing on the role of government resources. Through extensive literature review and semi-structured interviews with various groups, including female entrepreneurs who have and have not utilized government resources, government resource implementers, and nascent female entrepreneurs, the study identifies key factors influencing entrepreneurial success. It reveals that active engagement with government support measures significantly enhances business outcomes. However, issues such as lack of transparency, complex application procedures, and inadequate promotion limit the effectiveness of these resources. The research concludes with recommendations for improving policy frameworks, suggesting enhanced accessibility, simplified processes, and more targeted support strategies to better meet the needs of female entrepreneurs. These improvements aim to increase the utilization of government resources, thereby supporting the growth and success of women-led businesses and contributing to Taiwan's economic development.
