隨著台灣人口快速的增加,土地利用也趨近飽和,儼然使台灣已成為高人口密度的國家。而科技的一日千里,也讓人們的生活品質提高,相對的,對於居家安全品質也日益重視。而在所有危及人們居家安全的災害中,火災是最常見的,也是最容易釀成重大傷害的一種,尤其在高人口密度的區域中,往往一個火災,就可能奪走許多人的性命,不得不重視。故本研究中,我們將對於和火災有息息相關的公共設施—消防隊的區位做一個探討。
然而在消防隊此類緊急性設施的區位選擇與配置中,所需考量的方面很多,除了財政的支出外,民眾的需求量、交通的便利性、救災的效率性、公平性以及服務民眾的範圍都是考量的條件。在以往的研究中,大多只針對設施所提供的服務範圍或是服務量等單一目標做探討,鮮少將這些目標合併,做一個統整性的考量。故本研究把備用設施的觀念、設施服務的效率性以及設置的公平性等目標一並納入考量,並針對現實救災過程中可能會產生延誤的情況,以模糊集合中梯形模糊數的概念,來放寬並制定最大服務距離的限制,最後再利用模糊多目標規劃的方式,建立一套較為客觀的消防隊區位選擇模式。而模式實證上,本研究以台南市之東區、西區、北區與中區之消防站為主要的配置對象,結果亦顯示出本研究模式所配置之消防站在此多目標考量下,總體表現上要優於現有的配置。
