近年來,公務人員的健康權議題引起廣泛關注。行政院於2023年1月頒布了「行政院與所屬中央及地方各機關公務員服勤實施辦法」,旨在確保公務人員合理的服勤上限。然而,健康權的範疇不僅限於生理健康,心理健康同樣重要。但為了達成人力精簡的目標,行政院訂定發布中央政府機關總員額法,重新檢討並縮減各機關的組織架構及人力配置。上述原因以及金字塔型的組織結構與層級升遷管道,導致公務人員普遍面臨職涯停滯問題,並可能進一步衍生的健康的疑慮。
過去,組織行為的研究過度強調物質層面,忽略了靈性層面的重要性。近年來,職場靈性在業界和學術界引起了廣泛關注,被視為管理的一種新途徑,將靈性融入組織文化中,對員工的身心靈健康產生積極影響,同時促進組織的長遠發展。在公務機關中,各項權益與福利受到法規的限制,與私營企業不同,調整彈性較小。因此,職場靈性的管理方法從心理層面提升組織文化,進而促進個人的幸福感,在公務機關管理中似為一個可行的方向。然而,目前文獻對於公務機關中職場靈性與職涯停滯的關聯性研究有限。因此,本研究旨在探討公務人員健康議題,透過實證方法分析職場靈性、職涯停滯、工作倦怠和幸福感之間的關係,期望為公務機關員工的健康與幸福提供新的洞察與解決方案。
這項研究中的實證數據採用378份有效問卷所蒐集到的資料進行樣本結構分析、探索性因素分析、信度分析、驗證性因素分析、結構方程模式建模以及迴歸分析,進行資料分析、檢驗各構面間的因果關係與驗證研究假設。研究結果顯示:職場靈性與職涯停滯之間存在顯著負相關;職涯停滯與工作倦怠之間存在顯著正相關;職涯停滯與幸福感之間存在顯著負相關;工作倦怠與幸福感之間存在顯著負相關;工作倦怠在職涯停滯與幸福感之間具有部分中介效果。
To achieve workforce simplification goals, the Executive Yuan has reviewed and reduced the organizational structures and personnel allocations of various agencies, resulting in a pyramid-shaped organizational structure. This has led to widespread career stagnation among public servants and potential health concerns. Past research on organizational behavior has overly emphasized material aspects, while neglecting the significance of spirituality. In recent years, workplace spirituality has garnered considerable attention in both industry and academia, emerging as a novel management approach. Integrating spirituality into organizational culture not only positively impacts employees' mental, emotional, and spiritual well-being but also fosters the long-term development of the organization. Thus, managing workplace spirituality to enhance organizational culture from a psychological perspective appears to be a feasible direction in public sector management. This study aims to explore health issues among public servants by empirically analyzing the relationships between workplace spirituality, career stagnation, job burnout, and well-being, aiming to offer new insights and solutions for the health and happiness of public sector employees.
The study focuses on currently employed public servants, collecting 378 valid questionnaires. Structural Equation Modeling(SEM) and hierarchical regression analysis were conducted, yielding the following results:(1) Workplace spirituality is significantly negatively correlated with career plateau;(2) Career plateau is significantly positively correlated with job burnout;(3) Career plateau is significantly negatively correlated with well-being;(4) Job burnout is significantly negatively correlated with well-being;(5) Job burnout partially mediates the relationship between career plateau and well-being.
