本研究目的乃為瞭解高速公路交通事故與駕駛違規特性間之關聯性,我國高速公路自民國67年通車以來,陸續擴增路網,高速公路交通量逐年增長,依據民國97年至106年高速公路交通事故統計資料顯示,平均百萬延車公里傷亡人數與肇事率呈現逐年成長之趨勢,另比較民國97年至106年高速公路與省、縣市公路有人員傷亡交通事故統計資料,高速公路交通事故所造成之傷亡情形相較省、縣市公路來得嚴重,因此,探究高速公路交通事故之發生原因有其急迫性及必要性,又發現高速公路交通事故肇事原因多為駕駛人因素,綜觀過去的研究,道路交通事故主要的危險因子是人為因素,且其中以交通違規行為最為息息相關,可見駕駛違規特性與交通事故發生有極大的關聯性,本研究將利用邏輯斯迴歸統計方法,分析何種駕駛人違規特徵與特定肇事原因之高速公路交通事故的發生有所關聯。本研究結果顯示交通違規行為、性別、年齡及車種等駕駛人違規特性對於多數高速公路交通事故發生有所影響,「行車速度超過速限」、「未保持行車安全距離」、「無照駕駛」、「未依規定變換車道」、「車輪脫落、輪胎膠皮或車輛機件脫落」、「載貨超重」、「酒醉駕車」及「機車、行人行駛高速公路」等違規行為,相對於其他交通違規行為有更高的傾向會引發高速公路交通事故,且其中「行車速度超過速限」行為是最重要的違規危險因子,對於高速公路行車環境存在相當程度的危害;男性相對於女性、壯年及青年相較於老年在特定交通事故有較高的發生機率;大貨車、聯結車及小貨車等載重車輛對於車輪脫落或輪胎爆裂肇事原因交通事故之發生存在相當嚴重的危害,顯見上述駕駛違規特性對於高速公路行車環境存在相當程度的危險性。本研究根據邏輯斯迴歸分析結果所獲取到的高速公路危險因子,研擬相關交通政策之建議,提供有關單位參考,以求降低高速公路交通事故之發生,改善我國高速公路行車環境。

The aim of this study is to investigate the interrelationship between traffic accidents and drivers’ violation characteristics on freeways. From the statistics of fatal and injured-only traffic accidents on freeways in 2017, the traffic accidents mainly result from drivers’ causes. Therefore, we know that drivers’ violation characteristics have a significant interrelationship with traffic accidents on freeways. In addition, the restrictions on freeways have difference from provincial highways and county roads. The major reasons of traffic accidents and traffic violation types on freeways are distinguishable from provincial highways and county roads. Thus, this study uses logistic regression analysis to analyze what kinds of drivers’ violation characteristics have connection to specific-cause traffic accidents on freeways. This study indicates that the violation of traffic rules, gender, ages, and vehicle types affect most of traffic accidents on freeways. Because above-mentioned drivers’ violation characteristics are dangerous to freeway environment, this study proposes suggestions about traffic policies based on the result of logistic regression analysis. In order to decline traffic accidents on freeways, improving our country’s freeway environment.
