外牆飾面剝落造成民眾財損及傷亡事件頻傳，臺北市政府於109年2月4日實施「臺北市建築物外牆安全診斷檢查及申報辦法」，隨即遭民眾反彈造成申報率低落，本研究以問卷及訪談調查臺北市地區外牆安全申報機制的執行現況，了解實施外牆安全申報所遭受的困境，依據困境整理出對策因子後，以AHP層級分析法專家問卷調查出改善外牆申報機制的優先對策因子。
AHP層級分析結果的優先對策為合理的申報價格，故本研究分析了外牆申報費用組成，發現占比最高之費用為檢查費用，為降低檢查費用，本研究調查臺北市51件外牆剝落的建築物，統計出經常性剝落位置、屋齡及建築物高度，依據統計結果發現外牆剝落位置經常性為建築物開口部周邊，以及屋齡30年以上的建築物為時常外牆剝落之建築物，故提出局部打診搭配目視法或以屋齡區分局部打診及全面檢查的分段式檢查方法，取代全面打診的檢查方式，來降低民眾申報費用負擔，以提高民眾申報意願，減少外牆飾面剝落所造成的公共安全意外。

Frequent incidents of people’s property damage and casualties caused by peeling of exterior wall finishes. The Taipei City Government implemented the "Taipei City Building External Wall Safety Diagnostic Inspection and Reporting Measures" on February 4, 109. It was immediately met with protests from the public, resulting in a low reporting rate.
This study uses questionnaires and interviews to investigate the implementation status of the implementation of the external wall security declaration mechanism in Taipei City, understand the difficulties encountered in implementing the external wall security declaration, and use the analytic hierarchy process (AHP) to investigate the priority countermeasures to improve the external wall declaration mechanism.
The priority to the analysis results is the reasonable declared price. Therefore, this research analyzed the composition of the external wall declaration cost and found that the highest proportion of the cost is the inspection cost.
In order to reduce inspection costs, this study investigated 51 buildings with peeling exterior walls of Taipei City, and calculated the location of frequent peeling, the age of the house, and the height of the building. Based on the statistical results, it is recommended to adopting a local percussion and visual inspection method. In addition, local percussion or total inspection can be distinguished by the age of the house to reduce the burden of the public's declaration fee, so as to increase the public's willingness to declare, and reduce public safety accidents caused by peeling off exterior wall decoration.
