因人類對環境開發,而易受到極端暴雨、淹水等災害。都市面臨公共性轉變與環境問題的升級,如:公共空間及韌性治理的挑戰。近來因應暴雨淹水,臺南市積極建設水利工程、鼓勵參與水患自主防災社區等,但永康崑山地區每年仍有淹水災情。韌性治理的關鍵可能不只在水利工程,當前作法缺乏從「公共性」角度來積極面對淹水問題,例如聯繫公共空間營造行動與居民淹水防災意識。因此本研究即針對永康大灣地區的韌性設計,提出公共空間規劃策略與設計原則建議。
研究方法包含文獻回顧、案例研討與現況調查: (1)文獻回顧以「韌性」和「公共空間」理論作為後續觀點基礎;(2)依據暴雨淹水空間再造行動、提升居民公共意識選取國外成功案例,分析其公共空間設計過程、原則與後續影響;(3)永康都市公共空間的現況調查,透過公共空間的三個面向:「實質面」、「生活面」、「想像面」,分析公共空間的暴雨治理政策、設計挑戰及淹水防災意識與作為。
氣候變遷下公共空間定義和使用需與時推移,研究觀點從「未雨綢繆」到「為雨綢繆」的過程中,透過實質空間的設計提升意識,聯繫「人際」與「氣候變遷」之關係。除了淹水地區公共空間的韌性設計外,也應影響周邊鄰里為此積極行動。因此,本研究歸納韌性與公共空間的發展趨勢,依此建構「韌性規劃與設計」的概念框架,指出可提升的建構方向與角色定位。結合地方生活與特質,針對「學校」、「公園」、「街道與人行道」、「騎樓」、「廟埕空地」、「建物屋頂及立面」六個空間類型,提出面對挑戰時的設計思考方向,說明設計原則定位、韌性滯洪的可能形式與實踐考量、設計過程中居民可參與之事項。各設計原則與建議上有些異同,但在本質上是一致的,旨在幫助居民意識到淹水問題,促使大眾「為雨」積極改變與行動。
Facing the challenge of climate change, the definition and use of public space should be changed over time. The purpose of this research aims to find the possibility of resilient design in urban public spaces. Applying theories of "publicness" to the research to clarify concepts in stormwater management strategies, design challenges, and awareness and actions of flood prevention in public spaces.
This research constructs approaches of "Resilient Design for Public Spaces", while combining concerns for local life and characteristics to propose the following six types: "schools", "parks", "streets and sidewalks", "arcades", "temple squares", and "buildings’ roofs and facades", explains the role of each type of space, and puts forward the direction for design thinking and principles in the face of resilience challenges.
