研究型公有建築物其室內環境品質較之一般型建築要求標準為高,一方面因其室內實驗研究性質複雜,再方面其內部研究人員所創造知識經濟產值亦較高。惟目前政府仍依循制式建築工程經費標準編列此等建築物預算,此舉造成日後建築在設計規劃階段受限,又將與價值工程評估的推動等交互制肘,待工程完工驗收使用後勢必影響室內環境品質與工作使用效率。
本研究針對特定研究型公有建築物進行使用後環境品質診斷,發現確實存在室內環境品質產生人員「病態建築症狀」之現象等問題,並從使用者滿意度調查亦反應潛在的健康影響。為量化環境健康因子的重要性,本研究導入經濟效益評估模式,將環境改善前後模擬之效益比對,以突顯從預算編列到設計管理,在健康建築的重要性。在建設效益評估部分,本研究計畫結合「國際永續建築發展趨勢」WBCSD之「環境效率」、ISO 21930「永續指標」、ISO 15686「建築生命週期成本 (LCC)」及「經濟效益評估」等最新方法,透過建築物環境的生命週期,結合永續、健康、效率及經濟等面向,擬議出「綜合環境效率評估方法」,提供未來政府執行效益評估之參考。
The public buildings for scientific and technological research purposes require higher environmental standards than other types of public buildings for the reason of the complexity of research processes and high economic value of creative productions (research productions). However, Taiwanese government has not yet established a flexible budget plan that fit to public research buildings. Inefficient budget causes limitation in phase of schematic design and interference with assessment of value engineering. After buildings approval and active, limited budget effect indoor environmental qualities and work efficiency.
This study specifically evaluates the environmental quality of in-use public researching buildings. Due to poor indoor environmental qualities, sick building syndrome (SBS) indeed exist among the occupants, on top of that, the occupants show concerning toward potential health problems through the satisfaction questionnaires. This study use economic benefit to quantify the importance of environmental factors affecting health, where we compare the economic benefit before and after environment improvement. The model concludes not only design, but also budget planning is crucial for health architecture. In the aspect of evaluation, this study combines several newest method, include, “International Sustainable Building Development Trends”, “Eco-Efficiency” from World Business Council for Sustainable Development (WBCSD), “Sustainable Index” from ISO 21930, “Life Cycle Cost” from ISO 15686 and “Economic Benefit Evaluation”. With consideration regarding building’s environmental life cycle, sustainability, efficiency, economic benefit and occupant’s health, we plan to develop a “total environmental evaluation”, and future government can use this evaluation as a helpful tool to plan budget for public research buildings.
