台灣產業多年來一直嘗試要制定出一個結合實務運作的專利佈局策略，企業如何在專利的檢索、佈局、申請、維持、授權、技術移轉、訴訟等活動中，有意義的去累積智慧財產權，一直都是實務上所面臨的困境及問題。專利的佈局若僅從保護技術的層面出發，恐怕仍會陷入專利數量以及專利品質的孰重孰輕的選擇問題上，故有論者認為應對特定產業進行產業分析，對其整體的產業結構、技術結構以及產品結構等因素來進行評估專利佈署的決策。
本研究即是透過學者所提出的智慧資源規劃的方式，將產業結構與企業在專利經營策略上加以連結，並以GPS產業為研究對象，分析該產業之結構，討論該產業之價值鏈、技術及產品結構，以分析判斷GPS產業的整體供應鏈與價值鏈的整合關係。此外，本研究結合個案探討，分析其專利佈局、專利訴訟與專利授權，希望幫助企業在進行專利的各項經濟活動時，能建立在札實的產業結構上，進行具有實質效益的專利全球佈局策略與市場規劃。

The industries in Taiwan always tried to formulate the patent deployment strategies that can be combined with the practical operation. How to accumulate the valuable intellectual property rights in the process of patent research, deployment, application, maintenance, authorization, transfer and litigation, are always the issues in practice. If the purpose of the patent deployment is to protect technologies, it might fall into the dilemma whether to choose the quantities or the quality of patents. Thus, in order to evaluate the patent deployment strategies, the scholars suggest analyzing the specific industry to understand the whole industry structure, technical structures and product structures.
Based on the intelligent resource planning that the scholar suggested, this research linked the industry structure and patent management strategy. It uses the GPS industry to conduct case studies to analyze the industry structure and discuss the industry value chain, technology and product structure to find out the integration relationship between the whole GPS supply chain and value chain. Furthermore, by utilizing the case study, this paper would like to help the organization to create the practical global patent deployment strategy and market planning through analyzing the patent deployment, patent litigation and patent licensing.
