自清代以來，兵配廠所在的位置由於位於台南府城城北未開發空曠區域的緣故，一直以軍事用途使用為主，但在二戰後都市擴張，原本位於郊區的土地，實際上已成了市區中心，但因軍事需求，一直未能有效開發，大大的影響了區域的發展，包括道路系統、都市紋理等...。因此，為達成閒置土地之有效再利用，透過大面積土地的再開發，帶動區域機能轉型與環境美化的功能。
本設計論文以兵配廠為基地，首先透過歷史圖資分析探討基地周邊特殊都市紋理的形成，與此區域在台南都市整體環境的相關區位，並且訂定未來發展之願景。然後檢視基地環境之優缺點，並透過案例分析，找尋兵配廠土地的更新契機、與再開發的都市設計策略。最後，以上述對於基地的解析與研究，提出實質的都市設計方案。
本研究提出的改造策略如下：
一、交通系統重新規劃
主要道路為20米忠義路延伸，開通後連結至公園北路；東西向既有巷道延伸，連結公園路與西門路的交通；西側公園路295巷拓寬連結321巷，打開古蹟保存區的對外交通。
二、開放空間與綠地系統整合
街廓內道路開闢完成後，區內交通四通八達， 321巷獲得開放加上步行通道的留設，綠地串聯至台南公園與園道，讓更多的人群更容易進入，而且各節點獲得串聯，各沿街面形成活動交流密切的場所。
三、古蹟設施的活化再利用
未來規劃新的道路系統完成後，新的自行車與人行步道系統，除方便居民進出之外，也可打開古蹟保存區的對外交通。除321巷入口處提供停車空間之外，保存區北側臨公園北路也留設小型入口廣場，遊客更易到達，提昇古蹟的經濟效益。
四、新產業的植入
兵工配件廠土地位於市中心精華區，交通便利，且靠近舊城區與台南公園，具有特殊的寧靜特質，除適合高品質住宅區之外，新影視產業的進駐，也希望能創造獨特的都市文化，進而改變人們的生活模式
。

Since the Qing Dynasty, the location of the military equipment factory has been mainly used for military purposes because it is located in the undeveloped open area north of the city of Tainan. However, after the Second World War, the city expanded. The land originally located in the suburbs has actually become a city. District center, but due to military needs, has not been able to effectively develop, greatly affecting the development of the region, including road systems, urban texture, etc ... Therefore, in order to achieve the effective reuse of idle land, through the redevelopment of large-scale land, the functions of regional functional transformation and landscaping are driven.
This design thesis is based on the military equipment factory. First, the historical map analysis is used to explore the formation of the special urban texture around the base, and this area is related to the overall environment of Tainan's urban environment. It also sets out a vision for future development. Then examine the advantages and disadvantages of the base environment, and use case analysis to find opportunities for land renewal and urban design strategies for redevelopment. Finally, based on the above analysis and research of the base, a substantive urban design plan is proposed.

The transformation strategies proposed in this study are as follows:
(a) Replanning the transportation system
The main road is a 20-meter extension of Zhongyi Road, which will be connected to North Park Road after opening; the existing east-west roadway will extend to the traffic between Park Road and Ximen Road; the west side of Park Road 295 will widen to link 321 and open the external traffic of the historical preservation area .
(b) Integration of open space and green space system
After the roads in the street have been opened, traffic in the area will be extended, Lane 321 will be opened, and the walkway will be reserved. The green space will be connected to Tainan Park and Garden Road, making it easier for more people to enter, and the nodes will be connected in series. A place for close communication of activities is formed along the street.
(c) Reactivation and reuse of monuments and facilities
After the new road system is planned for the future, the new bicycle and footpath system will not only make it easier for residents to get in and out, but also open up external traffic in the monument preservation area. In addition to the parking space provided at the entrance of Lane 321, a small entrance plaza is also reserved on the north side of the park near the North Park Road, making it easier for tourists to reach and improving the economic benefits of the monuments.
(d) the implantation of new industries
The land of Ordnance Fittings Factory is located in the essence of the city center, with convenient transportation, and close to the old city and Tainan Park. Urban culture, which in turn changes the way people live
