由於台灣的地理環境,公路發展相當發達。而大量的搭乘人數與頻繁的公車班次,再加上營運公司考量人事費用龐大,未有相對數量之司機足以支撐,因此導致大多的公車駕駛長有疲勞駕駛產生。由於台北市公車從國營企業轉為民營的做法以及後續發展從虧轉盈相當成功,近年來高雄市政府吸取台北市公車處的經驗,亟欲推行高雄市公車民營化。本研究主要根據未來高雄市公車民營化後,討論如何兼顧營運公司人事成本因素與降低駕駛長疲勞駕駛兩者,使用貪婪演算法產生公平且有效率之排班再應用GAMS軟體進行運算,並且提供新選擇最佳人力資源分配以及總花費成本讓營運公司參考。
本研究提供三種型態人力資源分配方式規畫進行運算。一為正職駕駛長,第二為額外人力駕駛長:雇用一批駕駛員在車庫中待命,做特殊用途分配到特早班或與特晚班,或是當正職駕駛長臨時生病缺席或增加班次時,可以分配這些額外人力進行支援(DeAnnuntis and Morris, 2008)。第三種兼職人員是一種勞工的類型,並且兼職人員的工作時間會少於正常工時之正職人員,兼職人員之工資亦會較正職人員低(Hotchkiss, 1991)。兼職人員及額外人力資料礙於國內限制,因此額外人力駕駛長之薪資為假設,工作時數為參考國外文獻,會有誤差值產生。而兼職駕駛長的部分,目前國內並未通過法律審核,未有詳細資料可以參考,因而參閱相關運輸產業貨運兼職駕駛長月薪以及高雄市公車處委外聘請公司之薪資做為資料諮詢。
研究結果發現根據時薪的增加則會在總人事花費成本上呈現快速增長;然而雇用兼職駕駛長加班費用及總人事成本皆有明顯降低趨勢,因此站在營利公司方面,從成本上考量雇用兼職駕駛長較有利。額外人力駕駛長能夠有效降低加班成本,然而總人事成本會提高;兼職駕駛長則能夠降低加班成本與總人事成本,達到兩者最佳化。
Because the geographical environment, highway is well-developed in Taiwan. Due to the number of customers and the frequent bus trips, the operational company considers about the huge personnel costs and there are no sufficient drivers to support them. Therefore, fatigue of bus drivers happened.
This study focuses on how to balance the personnel cost and reduce fatigue of drivers by using the GAMS software to calculate the reasonable number of drivers in a way of fair and efficient. The study provides a new type of human resources planning as a reference for operating companies. There are full-time operators model, extra-board operators model and part-time operators model.
However, the information of part-time and extra-board drivers is restricted. The assumptions of this study that payment and working overtime of extra-board drivers are all by literature. Data of part-time drivers is referred to the freight transportation industry and outsourcing company which hired by Kaohsiung City Bus Service Administration.
The result shows that the extra-board can reduce overtime costs effectively. On the other hand, the total personnel costs will increase. Obviously, part-time drivers can reduce overtime costs, and total personnel costs can also achieve the optimization. According to this study, it is a good way for cost saving by hiring part-time drivers.
