隨著氣候變遷、永續發展以及健康概念的抬頭,越來越多人開始關注都市農業、食農教育等與我們糧食系統相關的領域,規劃界也開始討論何謂糧食規劃(Food Planning),在許多學術期刊及國際研討會皆可看見社會大眾對糧食議題的重視,討論的主題從人體健康、自然環境到社會正義等,而在進行糧食規劃之前,要先對地區的糧食系統有一定的了分析與情況評估。
本研究整理出目前國內外有關糧食系統評估的文獻,並將其分為國家、都市以及社區三種不同研究規模,同時進一步探討在不同規劃尺度下,糧食系統所關注的面向。從文獻分析結果可知,國外在三個層級的糧食系統評估都已有一定的發展程度,國內目前則有國家以及社區層級的評估研究,對於都市層級的糧食系統評估研究則較少,因此本研究將以目前的相關文獻為基礎,考量資料可及性及應用性,試擬定適用於國內都市層級的糧食系統評估架構,並進行實證分析。
本研究於第一階段使用模糊德爾菲法篩選出30個評估指標,於第二階段使用層級分析法、熵值法以及組合權重決定評估指標之間的主、客觀權重,加強過去研究僅使用客觀方式或是主觀方式來決定權重的缺失。此外,為解決基礎資料量綱不同問題,本研究選擇量化分級的自然斷點法以及標準化數據兩種方式。將三種不同決定權重的方式以及兩種無量綱化的方式交叉比對評估結果,讓評估結果更為客觀、完善,更符合實際。
最後以臺灣本島19縣市作為實證研究單元進行分析,以檢視本研究之都市糧食系統評估架構的可行性與適用性,並以本研究之分析結果提出建議。本研究將各縣市評估結果分為三個等級,屬於第一等級的縣市糧食生產資源較多,且根據國內情況,這些生產糧食的縣市多屬都市化程度較低的縣市,且為中南部地區,而第三等級的縣市多為高度都市化的縣市,包含臺北市、臺中市、高雄市等,代表都市化越高的地區,不管在環境構面或是社會構面都需要整體檢視糧食系統。
With the growing consciousness on climate change, sustainable development and health, more people are beginning to focus on topics related to the food system such as urban agriculture and food and agriculture education. The planning profession has also begun to discuss what is “Food Planning” by seeing growing scholarly emphasis on food issues from many academic journals and international conferences.
Before conducting food planning, we need to analyze and evaluate the food system of the region. Therefore, this study collated the literature on food system assessment both locally and internationally and divided them into three scales: nation, county and community and discussed issues of food systems . Through literature review, we could see that food system assessments at three scales have developed at all scales, while fewer researches on county-level are developed in Taiwan. It is our attempt to fill the literature gap and formulate a food system assessment framework applicable to the county level in Taiwan at test it empirically in the end.
The study used the fuzzy Delphi method to screen 30 assessment indexes at first. Second, we used the analytic hierarchy process, entropy weight method and the combination weights method to decide the subjective and objective weights of the assessment indexes, which can improve the lack of previous researches that only used the subjective method or the objective method to decide the weights of assessment indexes. In addition, the study uses the Jenks natural breaks classification method and the normalization to solve different fundamental units of the raw data. By comparing three different methods of determining weights and two methods of the non-dimensionalization, the assessment result can be more objective, complete, and more realistic.
Finally, the study conducted the empirical research by using 19 counties in Taiwan to examine the feasibility and applicability of assessment of urban food system at county level, and proposed recommendations to the National spatial plan and the Municipality or county (city) spatial plan according to the results of this study.
