都市更新應為都市再發展中一個復甦都市整體結構與機能強而有力的機制,然而現況發展卻與都市遠景背道而馳。都市更新之案件出現了點狀式更新的課題,造成都市更新偏向小區的片斷開發,無法為都市帶來整體正面的發展。歸咎其原因在於更新遠景無法與劃定更新單元的機制結合,使得所劃定的更新單元傾向單獨發展,並形成私部門各取所需。
更新單元的劃定機制無法與更新遠景產生共鳴,使得都市不斷地形成小區塊、點狀式的更新案件,如果未能改善劃定機制,將使都市更為破碎與零散。另外,只以實體建物、街廓為更新主體的劃定原則,將只能帶來舊屋換新屋,卻無法創造以街區、特色空間為主的更新方案,使更新效益只能達到建物的更新,而非整體都市空間與結構之形塑。
在此立論基礎下,研究以改善及建立劃定程序,使更新遠景與劃定機制能得到整合為研究核心。影響更新單元劃定的因素,研究歸納為法令、財務、規劃設計三個層面。劃定機制透過整合法令、財務、設計的交集,將能反應更新遠景、具備全面效益的更新單元。
劃定過程依循法令上許可的範圍做為基礎,依據全市性、區域性、基地特性尋找定位與規劃設計方案。而方案進一步討論設計與財務上之綜效作用,將具備綜效的土地、建物納入,調整範圍。最後進行財務可行性分析,確定範圍能否獨立實施,如果可行,則此範圍則可確認為都市更新單元範圍,形成一循環的評估過程。劃定的過程包含法令、財務、設計之整合,而此過程將做為更新單元的劃定程序。
實證地區中國城位處台南市中心區,具有核心商業發展的區位。在都市結構上位於台南市藍環(運河)與綠環(海安路)的交接處,然中國城卻阻隔了水岸的視軸;商機流失、建物敗壞情形嚴重,然周邊具備多筆公有土地可彈性運用,這些特性使其達到具政策指標之更新案例。而研究運用劃定程序實際操作,驗證程序之正當性。在法令應用上,以跨街廓的方式,彈性納入周邊及水岸一帶之土地,使其從單一街廓進而可帶動整體發展;在規劃設計上則透過全市性、區域性、地區性的定位與方案構想,調整空間結構與復甦都市機能,打通運河視野,恢復親水商業腹地,帶動中正路商業空間延續至水岸。方案進一步透過綜效分析之檢討與財務可行性分析的模擬,整合在法令、財務、設計的效益後,最終劃定中國城更新單元。
此範圍突破了既有的劃定方式,無論在法令的詮釋、設計的品質,以及財務的需求,都得到了交集與效益的整合,並能反應都市遠景。而劃定程序在實證分析的過程中得到了驗證。最後將所獲得更新單元之過程,提供未來實施更新者於更新單元之劃定程序。
Urban renewal should be a powerful mechanism for revivifying the whole urban structure and function under the urban redevelopment, but the current situation is contrary to the urban perspective. There is a「fractional renewal」problem in the urban renewal case, which reveals that the urban renewal towards to the fragmental development in small areas, couldn’t bring the whole positive development to the urban. The problem is ascribed to the renewal perspective couldn’t combine with the mechanism of the delimitation of renewal units which tend to develop respectively, and each private section, such as the private association and the profit enterprise, takes what he needs. The mechanism of delimitation is not consonant with the renewal perspective and causes several small areas and fractional renewal cases. The urban will become a broken and scattered district. Besides, using substantial structures and block forms as major renewal objects in the principle of delimitation that could only bring the house renewal, not the renewal project of blocks and distinguishing spaces. It can only achieve the renewal efficiency of substantial structures, not the urban space designing.
Under the above statement, there is a study to improve the procedure of the delimitation and figure out how to integrate the renewal perspective and the mechanism of the delimitation with this research. Those factors which affect the delimitation of the renewal unit are statutes, the financial affair and designing. The mechanism of the delimitation will form renewal units with the overall benefit by integrating statutes, the financial affair and designing, and reflect the renewal perspective. The procedure of the delimitation is based on the statutes, searching for the location and designing the project by the features of the urban, region and a base of operations. According to this project, the next step is to discuss the synthetic effect between the designing and financial affairs. The effective regions and structures will be adjusted into a proper scope. At last, the financial feasibility analysis examines on whether or not the scope is available to practice independently, it will be the scope of the urban renewal unit if the analysis is positive or back to the discussing about searching for the new scope and project if it does not work. It becomes a circle of the delimitation. The procedure of the delimitation includes integrating statute, financial affair and designing, and the process will be the procedure of the delimitation with the urban renewal units.
The validated area- china town located at the center of Tainan City in which has the potential to become the CBD. As the joint of Tainan cannel and Hai-an road, china town separates the view of the bank of Tainan cannel. It is a declining area and its structures are decayed. However, there are several public areas around china town and are flexible to use, it has become a renewal unit with political purpose. The china town is applied to practice and validate the improved procedure of the delimitation. Depending on the application of the statutes, the china town promotes the whole development by the way of crossing the blocks and regarding those lands around and near the bank. Designing a plan to adjust the spatial form, revive the urban function, opening the cannel’s view, restoring the hydrophilic CBD and broadening the Chung-cheng road business space to the bank is considered about the urban, region and a base of operations. Further, the project examines by the analysis of the synthetic benefit, the imitation of financial feasibility analysis and the benefit of integrating statutes, financial affairs and designing, and decided as the delimitation of the china town renewal unit.
This scope breaks through the traditional method of the delimitation. No matter the explanation of the statutes, the quality of the designing and the requirement of financial affairs, are integrated with a great deal of benefit and reflected the renewal perspective. Moreover, the procedure of the delimitation is validated through the process and offers the updated procedure of the delimitation.
