內政部於多年來投入相當多經費辦理城鄉風貌改善之相關計畫，其中94年開始辦理的「既有市區道路景觀與人行環境改善計畫」尚未見有具體成效之評估，因此，本研究針對該計畫執行現況及95至96年度計畫工程案件實施後之改造成效進行調查，將計畫案件之環境屬性分類：(1)道路類型：都會型、城鎮型；(2)空間類型：大眾運輸、生活空間、商圈、遊憩；(3)計畫執行主題：人行系統、街道景觀、自行車道。並研擬出三面向之評估準則：(1)景觀美質面向：生動性、和諧性、豐富性、代表性、獨特性；(2)空間改善面向：指引性、暢行性、舒適性；(3)維護管理面向：鋪面及設施、植栽維護、違規使用等，共七項景觀評估因子，將調查所得資料進行統計分析，經由上述操作及綜合分析，歸納主要結論如下：
(1)在計畫執行率上，規畫設計類案件大多未施工，而工程類案件64件中亦有兩件施工未果，故建議在案件提報上需更注意監督其後續計畫之推動。
(2)「既有市區道路景觀與人行環境改善計劃」在所有使用競爭型補助的計畫中是獲得補助的案件量最多的，似乎並不符合競爭之原意，流於輪流使用補助款項的疑慮。建議應建立公共工程精算中心確實執行監督，以提昇工程品質。
(3)補助經費的多寡與計畫成效評估分數之間的相關性分析趨近於零相關。
(4)環境改造成效上整體評估分數並不理想，各評估因子尤以景觀美質面向中之代表性為最低。而環境屬性上則以商圈類型案件及以街道景觀為主題之案件表現較不理想。

The government is promoting various development projects for advancing the quality of life in towns and counties.The purpose of the research is to evaluate the progress of “Scenic on the Urban Road and Pedestrian Environment Improvement Projects”, conducted by Ministry of The Interior, from 2005 - 2007. In the project, the environmental characteristics can be divided into 1.Road type: urban and suburban. 2. Space utilization: public transportation, living space, business district, and recreation area. 3. Direction of the project: pedestrian System, streetscape, and bikeway. Three aspects were used to evaluate the project. 1. Aspect of the scenic beauty: vividness, harmony, richness, representative, and uniqueness. 2. Aspect of space improvement: direction, fluency, and comfort. 3. Maintaining aspect: facilities maintenance, plants maintenance, violations…etc. The results show that 1. The project on design planning and construction was not executive well, and therefore to recommend that the case's proposal needs to pay more attention at improving the fallowing plan. 2. The project received the most subsidy among the competitive subsidy plans. However, it violets the meaning of being a competitive project, thus supervising on budget planning is highly recommended to enhance the quality of the construction. 3. The correlation analysis approach 0 is between the amount of the subsidy and the scores of the plan progress. 4. The lowest scores that among the three aspects is representative. Among all the plans in the project, business district plans and streetscape were not conducted very well.
