Technology is advancing day by day, and the environment is ever-changing rapidly. In order to maintain the competitiveness of enterprises, leaders play a vital role. The leadership style can not only determine the future trajectory of the enterprise, but also affect employees' development. In order to develop talents or enhance employees' performance, leaders will increase employees' participation of work and enhance employees' autonomy of work under empowering leadership style. Although more and more leaders of start-up companies in Taiwan will lead employees in the form of empowering leadership, the popularity is not as great as in European and American countries, or it only appears in some specific work groups in enterprises. The autonomy of employees in most enterprises is still not high, which limits their development. Therefore, this study will mainly explore the impact of leaders' empowering leadership on employees' intrinsic motivation and subsequent behavior.

SPSS Statistics17.0 and SmartPLS4 were used to analyze 283 valid questionnaires. The research results indicate that empowering leadership has a positive impact on self-efficacy. Self-efficacy has a positive impact on voice behavior and creativity. Moreover, in the mediate effect part, empowering leadership has a positive impact on voice behavior and creativity through self-efficacy. The findings of this study can also provide a reference for leaders of companies to adjust their leadership style in the future.
