航太工業具有「附加價值高、產業關聯大、能源消耗小、公共危害低」等特性，成為政府頒布的新興工業之一。而企業欲進行航太生產線投資時，必須面對資產一旦投資即成沉沒成本(Sunk Cost)的壓力，因此有必要建立一套適用於航太產業的投資評估模式，協助企業評估。

本研究結合層級分析法(Analytic Hierarchy Process, AHP)與德菲法(Delphi Method)建立此一投資評估模式。研究過程首先藉由專家訪談確定評估構面與準則，再以層級分析法決定各準則權重，最後以德菲法反覆回饋與收斂專家意見建立本模式。

研究結果模式區分為四大構面，分別為：探討性、效益性、可行性與時間性構面，再細分為15項評估準則，以權重高低依序為：資金回收年限、內部報酬率、淨現值、最低可接受報酬率、財務可行性、本投資與事業經營策略之配合性、折舊計算、本投資所需技術與事業技術策略之配合性、生產能量與產能利用率、生產可行性、匯率變化、行銷可行性、工程可行性、敏感性與不確定性、本計畫所需時間。

研究最後以一航太投資實例驗證本模式，驗證結果發現當案例評估增加本模式建議的項目時，將增加許多判斷依據，並可協助執行者更明白生產必須注意的重點，因而證實本研究的實用性。

The field of aerospace manufacturing is characterized by high value-added, a web of interconnected industries and relatively light energy consumption. Aerospace has been classified as a Renaissance industry by our government.

Those who interested in establishing aerospace manufacturing facilities are faced with the problem that investments, once spent, immediately become capital assets or irrecoverable costs. Intent of this research is to create an investment assessment criteria specifically designed for aerospace manufacturing investments.

The research here combines two methods to create such an investment assessment criteria: the Analytic Hierarchy Process (AHP) and the Delphi Method. Research began by first interviewing specialists to accurately understand and then construct a set of assessment standards; this was followed by the usage of AHP principles to assign differing weight ratings to each standard. Lastly was creation of my investment assessment formula via repetition usage of the Delphi Method combined together with specialist opinions.

There are four categories of the resultant assessment formula: investigative, profit-oriented, feasibility, and timing assessment. These may be further subdivided into 15 different categories based upon different principles. These are (in weighted order): discounted payback period, internal rate of return, net present value, minimum attractive rate of return, financial feasibility, relationship between investment and business policy, depreciation calculations, relationship between technical skills and strategies, production capacity/capability usage rate, production feasibility, exchange rate fluctuations, sales feasibility, engineering feasibility, sensitive variables and time.

The last portion of my research was to apply the above noted assessment formula to an actual aerospace investment example. Conclusion was that usage of this formula, during initial investment analysis, would result in a wide range of variables, especially concerned with important manufacturing points, for consideration by the potential investor. Formula value was thereby affirmed.
