  •   由於企業電子化與資訊委外風潮的興起,以及資訊人員短缺和資訊科技本身的特性,使得應用軟體服務供應商的出現正好滿足目前企業對資訊應用的高度需求。而所謂ASP正是一種以租賃的方式提供軟體服務,讓企業得以低成本導入可靠的資訊系統,提升企業的資訊應用程度,這對中小企業的電子化而言無疑是一大助益。但中小企業對ASP真正的需求為何?是否所有產業皆對ASP有相同的需求?此乃本研究之主要動機。
      本研究之首要目的乃是針對ASP服務項目、ASP服務功能及使用ASP服務最在意的因素等三方面,分析不同產業別對ASP需求的差異。並且分析企業資源、產業環境與企業電子化現況等三個構面對ASP使用現況的影響,以期了解影響中小企業使用ASP服務的關鍵因素。最後並建構一ASP服務之風險評估模式,針對中小企業所關心的ASP服務之使用進行風險評估。
      本研究發現產業平均規模較小的食品飲料業及批發、零售及餐飲業採用的服務較偏重於軟體租賃之需求,適合ASP產業未來的發展。此外,中小企業真正的需求乃是偏重公司執行層面的服務,雖然這些服務對經營之關鍵性不高,但卻是廣大中小企業目前所迫切需要。另一方面,影響中小企業使用ASP服務的關鍵因素乃是企業環境與企業電子化現況兩大因素,而企業資源多寡對ASP使用現況並無顯著影響。本研究認為中小企業在導入ASP服務的過程中,往往未有事先的配套措施,而且未將影響ASP服務的風險因素納入考量,使企業必須負擔許多額外的成本。本研究所提出之ASP服務風險評估模式,可幫助中小企業釐清導入 ASP服務所須面對之風險,進而提出解決之道,以降低風險的成本。

      With the rising trend of corporations adopting e-business services and their out-sourcing for such services, due to the shortage of information technology professionals and the characteristics of information technology itself, emergence of Application Service Providers (ASP) satisfied the needs of corporations for information applications. An ASP is a mode of software services offered through rental. This type of arrangements enables corporations to bring in reliable information systems with much lower costs so that it can increase the information applying level of the business. This promotion is definitely a great help for e-business of small and medium enterprises. However, what is the real demand of small and medium enterprises for ASP? Does every industry have the same demand for ASP? This point is the main motive of the research.
      The first main idea of this research is to analyze the discrepancies of demand for ASP among different industries by focusing on three aspects: ASP service items, ASP service function and the most regarding factor of using ASP service. Second, business resources, industry environment and the current situation of e-business were analyzed to understand the key factor of effecting small and medium enterprises to use ASP service. Finally, construct a pattern of risk appraisal of ASP service, to evaluate the risk of applying ASP service, which small and medium enterprises care about.
      In this research, I found that smaller-scaled companies, such as those in food/beverage industry and wholesale/retail and food service industry, adopt service that concentrates more on the demand of hiring software; it is suitable for the future development of ASP industry. Also, what small and medium enterprises really need is focused on the executing services of the company. Although these services do not influence operation very much, they are urgently required by wide small and medium enterprises. On the other hand, the two main factors influencing small and medium enterprises to apply ASP service are business environment and the current situation of e-business. As for how many resources are there in the business has no impact very much. In this research, it is considered that in the introducing process of ASP service, there is often a contingent strategy. However, the risk factors of effecting ASP service are not taken into consideration, so it makes businesses to afford much more extra cost. To sum up, in this research, the risk analysis model of ASP service can assist small and medium enterprises to understand the risk while introducing ASP service into organizations and make out solutions to lower the cost of risk.
