本文透過歷史結構分析法研究越南自統一後的政經改革，探討社會主義意識型態對國家機關決策的影響，並歸納促成改革的重要因素，分析越南在不同時期中，國家機關在面臨不同形式的壓力下決定其改革的過程。
在越南的改革過程中，首先受到是國際共產陣營的影響。越南由於越南早期過份依賴外國強權的援助，其國內政經改革不得不符合其期待，直到蘇聯與東歐共黨政權相繼瓦解，此一強制力才告消失，國家機關的對外自主性提高，角色也由被動而為主動，其改革政策也才真正取決於對本身利益的認知。
經濟危機也是引發改革的因素，越南雖於1979年實行新經濟政策，但是宥於社會主義計畫經濟的意識型態而成效不彰。直至1986年改革引進所有權的多元化，越南經濟大幅成長，尤其在1991年「七大」深化改革以後，外資大量湧入，而其帶來的明確利益也使國家內部對改革的爭議降低，終於確立了經改的方向。
在政治方面，有鑑於蘇聯的例子，越南捨棄戈巴契夫式的改革，轉而防堵政治自由化，以繼續維持共黨政權的統治，然而，面對民間力量的逐漸興起，越南當局發展統合主義的統治技術與制度，以取代傳統國家/ 社會的支配關係，以有限的官方管道來控制與管理社會各種利益團體，並增加其經改效率。
越南在改革過程中的漸進主義，肇因於國家機關的內部爭議與猶豫不決的方向。無論經濟改革的初衷，是否只是想為鞏固政權而服務，國家機關都需要調整它的政治決策制度，否則進一步的經濟改革也將有所困難。

This thesis applies the historical-structural approach to study the political and economic reforms in Vietnam, and also explores what kind of pressures will influence the state’s decision-making on policy in three different and sequential stages.
The intervention of International Communist Camp was crucial to the course of reforms in the beginning period, which was stopped after the collapse of Russia and East European regimes. Higher degree of autonomy has been given Vietnam’s state to act from the passive into the active role on development, and its reform has started to benefit its own interests precisely from then on.
Besides, economic crisis triggers reforms as well. Although the New Economic Policy (NEP) was carried out in 1979, yet it didn’t work very well on account of being disrupted by the ideology of socialist planned economy. However, since 1986, wide-ranging economic reforms achieved a steady growth when the “renovation” (doi moi) programme introduced diversified forms of ownership. Especially after the Seventh National Congress of the Communist Party (NCCP) in mid-1991, the foreign direct investment (FDI) made possible the economic growth of Vietnam that moderated it’s internal dispute. As a result, the direction of economic reform has been set clearly.
In a view of Russia’s case, Vietnam leaders had great fear of losing regime. Therefore, they gave up “ the reform model by Gorbachev” and were reluctant to undertake political liberalization. However, the authority also recognized the societal demands for democratization and institutionalized a state-corporatist system, which enabled the state to control and manage the emerging interest groups effectively.
This thesis argues that gradualism in reform is due to internal leadership struggle and trial-and-error of development approaches. Whether the economic reforms were originally planed to serve state’s legitimacy or not, the evidences have suggested that prescription for economic reforms in Vietnam cannot be effective until to modernize the state's political decision-making system at the same time.
