隨著工業進步的開始全球經濟起飛,所有產業蓬勃發展,卻也間接導致環境及永續的負面問題,世界各國在發現地球暖化等氣候異常後,開始關注地球環境維繫與保護作為,並有了「永續」的概念,聯合國訂定「2030永續發展目標(SDGs)」,以降低溫室氣體的大量產生。而溫室氣體排放中,航運業佔了全球溫室氣體排放量中之2.7 %,因此世界各國積極發展永續港口,為了在持續經營港口盈利下,亦能達到環境與自然生態之永續發展。
然而港口之經營管理,涉及利害關係人為數眾多且包含公、私參與者,本研究透過深度訪談全盤了解各利害相關人對於永續港之治理方式與其未來發展,透過設定布袋國內商港為研究範圍,利用協力治理理論為主要理論基礎,以深度訪談及主題分析法運用主軸編碼典範將訪談內容進行歸納,分析國內商港各利害關係人對於布袋商港發展永續港之看法,大致認為其對於環境有正向影響,另外由於國內商港屬交通部航港局所有,並在臺灣港務公司代為經營管理下,此推動布袋永續港之模式係有其可行性;另外,由於布袋鎮與布袋港政策皆為觀光取向,永續港口的發展對於觀光發展看似無直接關聯性,然永續作為所得到之效益有無限可能,能吸引之進港族群亦不得而知,對於周邊城鎮仍多少存在連帶影響關係,於本研究最終也提出國內永續港口未來可能發展之建議。
As industrial progress and the global economy flourished,this indirectly make negative environmental and sustainable problems. After discovering the climate abnormalities such as global warming,countries around the world began to pay attention to the maintenance and the protection of the global environment. The United Nations has formulated the "2030 Sustainable Development Goals (SDGs)" and developed the concept of "sustainable" With the concept of "sustainability",for reducing the massive production of greenhouse gases.
Due to the shipping industry accounts for 2.7% of global greenhouse gas emissions,countries around the world are actively developing “sustainable ports” in order to achieve sustainable development of the environment and natural ecology while continuing to Increase the ports profitably. However, operating and managing the ports involves a large number of stakeholders,including public and private participants.
By analyzing the opinions of various stakeholders of domestic ports on the Budai sustainable port development,most people believe that it will have a positive impact on the environment.In addition,since domestic commercial ports of Taiwan are owned by the Port Authority of the Ministry of Transport and operated by the Taiwan International Ports Corporation,it is feasible to promote the Budai sustainable port model. Although it does not seem to be directly related to the development of tourism, the benefits of sustainable actions are unlimited and may also attract more people to the port. There are also some joint impacts on surrounding towns. Finally,this study provides suggestions for the possible future development of domestic sustainable ports.
