  • 高雄市是台灣已超過一百年的工業城市。因此,去工業化過程開始後產生了許多廢棄工業用地,也造成了鄰近都市社區的衰退。這些可能或已受有害物質汙染的工業用地對附近社區產生了社會不正義。而工業用地再發產能為社區帶來一個永續的發展。本研究以常被忽略的社會永續性角度探討兩種不同類別的工業用地再發展促進的都市再生的可行性;其中,中都溼地公園聚焦於環境永續性,而駁二藝術特區聚焦於經濟永續性。本研究以由牛津永續發展協會(Oxford Institute for Sustainable Development)制訂之指標,透過收集各面向指標之二手資料和社區成員的問卷進行,評估社會永續性及探討哪種定位的再發展項目能促進支持社會永續性的都市再生。本研究結果發現駁二藝術特區的社會永續性程度比中都溼地公園高;在九個主題裡有六個都有較佳表現。

    Kaohsiung has been an industrial city of Taiwan over a hundred years. Consequently, there are several abandoned industrial lands left when the process of deindustrialization has started, leading to the decay of the adjacent urban communities. These industrial lands, which are potentially or already contaminated by hazardous substances, have created social injustice to the surrounding communities. The redevelopments of industrial land have brought prospects of sustainable development to the communities. This research studied social sustainability of urban regeneration of two different kinds of industrial land redevelopment projects in Kaohsiung with Jhongdou Wetland Park focusing on environmental sustainability and Pier-2 Art Center focusing on economic sustainability. It uses indicators developed by The Oxford Institute for Sustainable Development to measure social sustainability. It intends to find out which orientation of redevelopment project has facilitated urban regeneration supporting social sustainability through secondary data about indicators of different aspects and a questionnaire with the community members. It is found that the level of social sustainability of the redevelopment project of the Pier-2 Art Center was higher than the Jhongdou Wetland Park with six out of nine themes performed better.
