面對全球綠色趨勢及永續發展,愈來愈多的國家積極地投入綠色環保產業的推動以提升整體競爭力,提升綠色競爭力已成為21世紀全球社會、環境與經濟發展不可或缺的關鍵要素。目前政府也積極推動提升綠色競爭力及產業環境永續發展政策,將綠色環境概念得以全面性的發展並建構完善的基礎環境,以有效提升國際綠色競爭力。
綠色競爭力是藉由生產力的提升,並兼顧整體社會經濟發展之環境績效的一種策略,主要是希望同時提升生產效率及環境功能,並持之以恆,使產業達到永續發展的境界。本研究以協助提升永續發展及綠色環境指標為主軸,藉由建立綠色競爭力評估指標,並以國內加工出口區為主要驗證對象進行評估。由於經濟部加工出口區對於台灣提供相當的進出口運輸需求以及長期累積厚實的製造業基礎之外,近年來面對綠色趨勢逐步轉型而改造為綠色園區,故建構完善的綠色產業體系是發展綠色產業貿易的契機。
本研究依據永續發展及綠色環境兩大構面,由文獻細分出經濟永續發展、產業永續發展、環境管理、環保規範四項指標,以建立一合適之綠色競爭力評估指標,並且利用專家問卷層級分析法(AHP)及產業調查問卷,加以衡量分析出權重進行實證應用。根據研究結果顯示綠色競爭力評估指標,其中以永續發展構面之產業永續發展為重要權重最高的項目;綠色環境構面以環保規範的重要性最高。此亦說明,提升綠色競爭力的同時,應更注重產業永續發展的概念及策略及環保規範的推動及限制。因此,提升產業永續發展以瞭解環境結構與特性及需求,需建立綠色競爭力優勢,以全面性的提升競爭策略。
In order to follow the trend and sustainable developments of green tide worldwide, more and more countries actively engage in promoting the green industry to enhance the overall competitiveness. Increasing green competitiveness has become a critical factor for the development of global society, environment and economic development in the 21st century. Currently, the government of Taiwan has devoted into implementing policies of green competitiveness and environmental sustainability, attempted to inculcate citizens the concept of Green, fostered an environment for green development and raised global green competiveness effectively.
The “green competitiveness” is a strategy which involves in increasing productivity and the overall performance of socioeconomic development to reach the goal of sustainable development. In fact, the green competitiveness is an imperative element to ensure the development of global society, economy and environment. This research focuses mainly on investigating the factors that affect sustainable development and green environment to develop Green Competitiveness Evaluation Analysis indicators. These indicators are validated by the enterprises of the Export Processing Zones (EPZs). The export processing zone caters for a large proportion of export demand of Taiwan.
The two major domain of this research are sustainable development and green environment. Under these two major domains, economic sustainable development, industrial sustainable development, environmental management and environmental regulations are the four factors to develop appropriate green competitiveness evaluation indicators. Analytical Hierarchy Process (AHP) is adopted to determine the relative importance of the four critical factors. Research findings show that the factor of industrial sustainable development has the highest importance under the domain of sustainable development while the factor of environmental regulation has the highest importance under the domain of green environment. These findings show that introducing the concept of the sustainable development of industry and the environmental ethics should be carried out simultaneously with the attempt to boost green competitiveness. Development of environmental ethics results in a significant improvement in green competitiveness. Based on the findings, more effective strategies can be developed to boost green competitiveness.
