  • 高齡社會下的衝擊,如何使高齡者保持健康的老化,維持一定的移動性 (mobility) 使身體機能保持在一定的基礎上,就顯得十分重要。在地老化 (ageing in place) 是目前許多國家推從因應高齡社會的發展願景,臺灣也以此作為長期照護政策,營造住家附近即可滿足高齡者需求的社區支持性環境,使高齡者留在熟悉的環境中,繼續充滿活力和獨立生活。而15分鐘城市 (15-minute city) 概念是近期熱門的生活圈規劃,希望在短距城市打造優良環境、鼓勵步行,以及滿足設施可及性、以「人」為考量的生活環境,與在地老化期望達到的目標十分相似,追求一定距離內,抑或是稱短距離內滿足設施需求,導入生活圈概念似乎成為在地老化實踐的另一種可能。而短距城市生活圈的規劃重點是如何創造可步行、願意外出步行的環境,以及對於設施的需求是什麼使設施具有可及性就成為非常重要的問題,這些問題都可能因為地區和個體的不同的移動性考量的因素與結果會有所不同。
    本研究以嘉義市為例,從短距城市視角探討適合高齡者的生活圈建構因素,考慮個體屬性、移動性和環境狀況間的相互影響,並透過主觀問卷分析和客觀核密度分析研究生活圈規劃。結果顯示,維持一定的移動性與身體健康、個體日常性活動的獨立性具有關聯性,步行隨著年齡的增長,越來越多高齡者將其作為外出的主要交通方式之一,因此需考慮周邊設施可及性,確保步行為基本生活所需。鼓勵高齡者外出、提供便利設施是建構在地老化生活圈的關鍵因素,但根據研究結果,主客觀設施評估之間缺乏相關性,因此在評估設施滿足需要綜合考慮不同觀點。主客觀對移動性的關聯也有所不同,主觀感受總體設施滿足時,較願意步行外出,客觀結果與活動頻率、步行距離有關。
    綜合本次研究結果,嘉義市大部分區域在客觀分析的日常需求設施方面已具備在地老化生活圈基本的樣態,根據POI數據的核密度評估結果與問卷結果,大多數日常設施都在步行範圍內,滿足在地老化生活圈的條件。在這個背景下,有利於步行活動和提升生活品質,但同時需注重交通密集以及人行空間問題帶來的挑戰,以營造更舒適且適合步行的環境,進一步提升居民的生活品質,鼓勵他們在日常生活圈中維持移動性並健康老化,為建構包容性、以人為本的環境奠定基礎。

    As societies age, promoting healthy ageing and mobility in seniors becomes vital. "Living Periphery" emphasizes community support near residences, enabling elderly independence in familiar settings. Aligned with the "15-minute city" concept, it aims for walkable areas and accessible facilities within short distances, facilitating successful ageing in place. Studying Chiayi City, this research explores factors impacting senior-friendly living spaces from a Living Periphery viewpoint, analyzing individual attributes, mobility, and the environment. Results reveal a link between mobility, health, and independent daily activities. Encouraging outdoor engagement and convenient facilities are vital in constructing age-friendly communities. Challenges like traffic and pedestrian space require attention to ensure a comfortable and pedestrian-friendly environment, fostering an inclusive and people-centric future.
