國防部近年來不斷地實施精實案、精進案及精粹案,至現行之兵役政策變革規畫的編裝調整案,這些兵力規模的縮減均是為了有效降低後勤維持成本,反觀,目前面臨的問題與美軍相似,因此在面對戰略事務均必須謹慎考量,且依輕重緩急程度依序處理,才能有效縮小資源,以滿足部隊任務實需。
美國國防部在一樣面臨預算不足、人力裁撤情況下,選擇性的調整兵力成本結構,並以構建全方位優勢為目標,有效率地將效益後勤策略應用在軍事後勤的工作執行,故能縮短供應鏈時間,改進主要武器系統及軍需品的戰備,獲得了重大的進展。
而國軍規劃仿效美軍效益後勤(Performance Based Logistics, PBL)策略,皆以精實組織為目的,在國防自主政策指導下,採行「全壽期系統管理」架構,輔以「供應鏈管理」及「產業策略聯盟,」以作為未來國軍後勤維保委商政策,我國國防預算即有50%使用於後勤組織及維持武器系統妥善率(Mission Capable Rate, MCR),在航空器發動機服役壽期中經常會遭遇到消失性商源及物料短缺(Diminishing Manufacturing Sources and Material Shortage, DMSMS)問題,零組件消失性商源與短缺問題,若不加以解決會影響武器裝備妥善率,造成武器系統全壽期之成本增加。
因此,要汲取美方經驗,以全新思維面對未來商維政策,將有限的國防預算有效運用在後勤組織提昇航空器發動機維修管理,除了配合國內產業意願及能力,規劃建立適切之後勤項目,縮短國軍後勤維持輛,並且再精進擴大民間技術及資源參與之空間即為重要課題。本研究以航空器發動機維修管理為研究,以效益後勤導入航空器發動機維修管理,探討有關發動機「維修管理」及「料件籌補」等相關問題,期能降低航空器發動機維護管理成本及後勤支援效能之提昇。
The Ministry of National Defense (MND) has been adopting series of programs, from “Streamlining” (force reduction) to change in military service policies on manning and equipping. All these measures are to effectively reduce logistics cost. In comparison to the US troops, similar issues are being dealt with. Therefore, cautious considerations are taken into account and priorities are needed to be set in strategic affairs to minimize resources to be used and maximize the mission needs for the troops. The US Department of Defense, with limited budget and force reduction, selectively adjusted force cost structure to reach superiority in all aspects. Effectively applying Performance-Based Logistics (PBL) on military logistics can reduce supply chain time and improve combat readiness for major weapon systems and munitions. MND adopted US DOD’s PBL strategy to reach a lean organization. Under self-reliant defense guidance, the “Total Life Cycle System Management”(TLCSM) would be the framework, supporting by “Supply Chain Management”(SCM) and “Industry Strategic Alliances”, as the future Military logistics maintenance contracting policy. Fifty percent of the current defense budget contributed to logistics and maintaining weapon systems’ Mission Capable Rate (MCR). Diminishing Manufacturing Sources and Material Shortage (DMSMS) has become a regular issue in the aircraft engine service cycle. If there is no actions are taken, overall life cycle cost for weapon systems will increase. Thus, the US experiences shall be derived with innovative thinking on the future outsourcing policies to utilize the limited defense budget on logistics organization in promoting aircraft engine maintenance management. In addition to cooperation with the domestic industries’ desires and capability, to establish appropriate logistics items to shorten military logistics maintainability and progress of domestic technology and expansion of the room for more resource participation are crucial issues. This research studies the aircraft engine maintenance management to investigate engine maintenance management, spares acquisition and other related issues, in hope of reduction in aircraft engine maintenance management cost and promotion of logistics performance.
