未登記工廠不僅反映既有工廠管理上的不足，也突顯從傳統區位理論供給工業用地的思維已無法滿足市場需求。因此，要解決未登記工廠問題，應重新瞭解未登記工廠之區位特性與組成樣態，進而釐清未登記工廠形成因素並思考工廠管理策略。本研究以既有管理法規規定作為未登記工廠之操作定義，嘉義縣市為研究範圍，透過現場調查瞭解未登記工廠本體條件、基地內部與環境組成因子，採用空間樣態圖像化分析、基本統計、相關性分析、無母數分析以及集群分析，以探討未登記工廠空間組成樣態、區位特性、形成因素與未來工廠管理方向。
研究結果顯示，嘉義地區未登記工廠的工廠形式、廠地與建物型態多樣；不同產業或地區管理條件下的未登記工廠條件與區位條件皆有顯著差異。多數樣本位於特定農業區、狹長四邊形基地，基地單一面臨路且為臨一般道路，廠地建物以矩形主要建物為主。未登記工廠多設廠於地價較低區位，顯示與一般工業區位選擇相符合；然而，未登記工廠鮮少有聚集現象、少數鄰近工業區、多數鄰近市中心或鄉村區等住商區（且越鄰近鄉村區之樣本廠地面積越大），皆顯示傳統區位理論、聚集經濟理論，競租理論以及工廠鄰避性等特性，無法完全解釋未登記工廠之區位特性。
嘉義地區未登記工廠可依區位特性分類為「鄰近國道集約型工廠」、「鄰近工業區大型工廠」與「鄰近鄉村型小型工廠」等三大集群，未來管理單位可分別將第1集群工廠配合未登記工廠群聚發展規劃，納入鄰近工業區共同產線；提出如資金協助、稅賦優惠之誘因，以吸引規模較大之第2集群工廠遷廠於鄰近工業區；協助地方成立如地方代理工業團體，以組織小規模地方型第3集群工廠之訂單分配、擬定符合在地需求之產品共同營銷策略。

The issues of illegal factories reflect deficiencies of the factory management, and the traditional supply of industrial land can no longer meet the market demand. Most of the existing researches have the problem like unclear operational definitions or poor data qualities; few studies have discussed the related issues from the perspective of the conditions of the factories, the internal and environmental components of the base.
This study aims to explore the spatial composition, location characteristics and forming factors of illegal factories, with the aim of providing suggestions for future management directions. Thus, the study sets indicator variables and uses spatial-type analysis, cluster analysis to analyze the characteristics of the existing illegal factories.
The results of the study show that the illegal factories have a diverse spatial composition. However, the various characteristics like non-aggregated, close to city center and rural areas etc. all show that traditional location theory, agglomeration economy theory and bid rent theory cannot fully explain the location characteristics of illegal factories.
Based on location characteristics analysis and cluster analysis, this paper suggests that the general direction of the future management of the clusters are: clusters 1 " Intensive Factory Near National Highway " can be incorporated into the joint production line of neighboring industrial areas; the clusters 2 " Large Factory Nearby Industrial Zone " can be relocated to adjacent industrial areas, and the clusters 3 " Small Factory Nearby Rural Areas " can be improved through the establishment of local industrial groups to organize small order allocation and marketing strategies.
