  • 隨著行動通訊服務的發展蓬勃與技術革新,台灣電信產業的競爭格局亦在不斷地變動。近年台灣電信業邁入第五代行動寬頻(5G)時代,電信業者間出現整併潮,台灣大哥大合併台灣之星、遠傳電信合併亞太電信,接連兩起電信併購案,將使台灣電信產業格局,從4G開台以來的三大二小,轉變為三強鼎立,進而導致台灣電信產業格局與動向備受大眾所關注。而各電信業者之經營業務中,又以行動通訊業務為最主要業務,因此各電信業者之行動通訊業務經營績效,成為關乎各業者經營存續和成長與否,甚至影響消費者利益的核心關鍵。為此,如何審慎、有效地針對各電信業者的經營績效與資源運用效率進行評估,以便其調整經營管理策略,使其對未來電信產業格局之變動與競爭具備更全面的應變能力,儼然成為各電信業者在面對此波整併潮前後,乃至於未來5G業務發展的重要課題。
    本研究將以台灣各電信業者之行動通訊業務經營狀況作為研究主題,透過二階段差額基礎衡量動態網絡資料包絡分析法(Two-Stage Slack-Based Measure Dynamic Network Data Envelopment Analysis),分析台灣5家電信業者自2017至2021年五年間,行動通訊業務之生產及銷售兩個階段的效率。研究結果如下:
    1. 台灣電信產業行動通訊業務於研究期間平均整體效率值為 0.88,並呈現逐年升高的趨勢。在個別業者上,中華電信與亞太電信的平均整體效率值最高,台灣大哥大次之、遠傳電信第三、台灣之星最低。
    2. 台灣電信產業行動通訊業務於研究期間生產階段平均效率值為0.95,銷售階段平均效率值為0.88,生產階段效率高於銷售階段效率。
    3. 在生產階段上,總頻寬是最需要改善的部分:而銷售階段上,行動通訊業務營業收入是最需要改善的部分。

    With the vigorous development and technological innovation of mobile communication business, the competitive landscape of Taiwan's telecommunications industry is constantly changing. In recent years, Taiwan's telecommunications industry has entered the fifth-generation mobile broadband (5G) era, and there has been a trend of consolidation among telecommunications players. The industrial structure has changed from the three majors and two smalls since the launch of 4G to the three majors, which has led to Taiwan's telecommunications industry structure and trends attracting the attention of the public. In the business of each telecom operator, the mobile communication business is the most important. Therefore, the operating performance of mobile communication operators has become the core key to the survival and growth, and even affects the interests of consumers.
    In order to allow telecommunications operators to adjust their business management strategies and to have more comprehensive adaptability and competitiveness to the changing telecommunications industry structure, how to prudently and effectively evaluate the operating performance and resource utilization efficiency of each telecom operator has become an important issue for the telecom operators before and after this trend of consolidation and even in the future of 5G business development.
    This research will study the mobile communication business operation status of various telecom operators in Taiwan, using the Two-Stage Slack-Based Measure Dynamic Network Data Envelopment Analysis, and analyze the efficiency of the mobile communication business in the two stages of production and sales in the five-year period from 2017 to 2021 for five telecom operators in Taiwan. The results of the study are as follows:
    1. The average overall efficiency value of the mobile communication business of Taiwan's telecommunications industry during the study period was 0.88, and showed an increasing trend year by year.
    In terms of individual operators, Chunghwa Telecom and Asia Pacific Telecom have the highest average overall efficiency value, followed by Taiwan Mobile, third by Far Eas Tone, and the lowest by Taiwan Star Telecom.
    2. During the research period, the average efficiency value of the mobile communication business in Taiwan's telecommunications industry was 0.95 in the production stage and 0.88 in the sales stage. The efficiency in the production stage was higher than that in the sales stage.
    3. In the production stage, the total bandwidth is the most in need of improvement. In the sales stage, the operating income of the mobile communication business is the most in need of improvement.
