行政院為加強公共工程品質之管理，爰整合國內外重大公共工程品管作業方案，建立有效之品質管理系統，進而訂定三個層級的工程施工品質管理制度。而本研究主要針對第三層級工程品質查核機制運作績效，進行調查及分析，希冀對建全公共工程品質查核機制成效有所助益。

本論文係以地方政府工程品質查核機制為研究對象，首先利用特性要因圖，發掘出影響工程品質查核機制成果之特性要因，再採用專家問卷的方式，蒐集專家學者意見，透過層級分析法進行影響因素之權重計算，獲致如下成果：(1) 統計出25個特性要因在地方施工查核小組發生機率，其中出現機率最高者依序為：「查核人員填載查核記錄未嚴謹」、「標案缺失改善審查不夠嚴謹」、「派聘查核委員集中於少數委員」、「組織結構與人力資歷不完整」、「標案缺失改善佐證資料不完整」等要素。(2)在整體查核流程中，專家認為以實施查核及查核結果處理等階段影響查核成果最大；而所有影響工程品質查核機制成果因素中，則以「查核標案內容深度與廣度」、「提供缺失改善佐證資料完整性」、「查核委員專長與標案性質契合度」、「查核人員填載查核記錄嚴謹度」、「品質查核不良者列入複查比率」等因素影響最重。

In order to improve the management and quality of public construction, the Executive Yuan plans to incorporate quality control systems into important public construction projects, hoping to establish an effective system of public construction management. A hierarchical management system with three levels for quality control is established. This research focused on the third-level of the management system for the public construction. A field study with a survey was conducted to provide implications for quality auditing mechanism to improve public construction.

The auditing mechanism of public construction quality from local governments was examined. First, the cause-and-effect diagrams were used to integrate factors influencing the auditing mechanism of the public construction quality. Then, the survey questionnaire with 26 specialists was carried out. An Analytic Hierarchy Process was used to summarize the factors of the public construction quality. Among those 25 influential factors of the auditing mechanism on public construction quality, the following ones occur most often: “auditing is not rigorous and careful,” “censor on the projects is not rigorous,” “the number of audit committee members is limited,” “organizational structure and human resource management are not complete,” and “evidence of auditing on the projects is not solid.” In the overall auditing process, surveyed specialists indicated that the greatest influence on auditing were the steps of auditing implementation and addressing auditing results. Influential factors included (a) the depth and width of the auditing project, (b) completeness of the evidence to offer in improving the projects, (c) the compatibility between the auditors’ professional expertise and the nature of the project, (d) the degree of careful consideration from the auditors, and (e) the ratio of re-auditing for the construction with unqualified quality.
