本研究探討使FOQA系統成功之關鍵因素,透過文獻回顧及個案分析等方法,歸納FOQA系統成功之關鍵因素。
本研究由文獻回顧中,瞭解國外研究認為FOQA系統應注重之項目,國外民航主管機關對航空公司執行FOQA系統所提出之指導方針,以及執行FOQA系統時所需的法規面配套措施。並由個案分析中,瞭解個案航空公司在執行FOQA系統時,使其有效改善飛安之關鍵因素。
透過以上研究方法,本研究提出三點結論與三點建議,結論部分包含相關研究認為執行FOQA系統應注重問題、民航主管單位在推動航空公司執行FOQA時,應具備之配套措施、及個案航空公司FOQA系統成功之關鍵因素,其中個案航空公司FOQA系統成功之關鍵因素歸納出:FOQA與航務訓練、主管態度與支持、公司全體配合、及適度懲處觀念等四項要點。
除提出結論,本研究並對航空公司執行FOQA時,及民航局強制要求航空公司執行FOQA時,應注意事項提出建議。其中航空公司執行FOQA時,應注意之事項包括:FOQA資料應用與保密、航務訓練之配合、主管態度與支持、及其他單位之配合等四項;而對民航局所提出之建議則包含:訂定航空公司FOQA系統執行指引、建立航空公司FOQA系統審核機制、及訂定民航局對於FOQA資料使用及保密之規範等三項。

The research discussed the key factors of a successful Flight Operation Quality Analysis system. To make the conclusion, the research used the literature review and the case study to proceed the research.
The literature review point out the key factors should be emphasized when carry out the FOQA system, and the regulations to operate in coordination with the airline FOQA system operation. Through the case study the research understand the key factors which make the case airline’s FOQA system improve the flight safety effectively.
The research concluded three conclusions and three recommendations. The conclusion included: the problems should be emphasized on when execute the FOQA system, the related measures the civil aviation authority should operate in coordination with the airline FOQA system, and the key factors of the case airline’s FOQA system. The key factors which made the case airline’s FOQA system success are: the cooperation of the FOQA and Flight training, the support of managers, the cooperation of other divisions in the company, and the appropriate punishment by using FOQA data as evidence.
The research also brought up recommendations toward the civil aviation authority and airlines. The research recommended airlines should pay attention to the FOQA data’s use and confidentiality, the cooperation of FOQA and Flight training, the support of managers, and the cooperation of other divisions in the company. The recommendations to the civil aviation authority are: setting up the guidance for airlines to execute the FOQA system, setting up the examine system of airline FOQA system, and setting up the standards for civil aviation authority to use the FOQA data and to keep it confidential.
