本研究從社會資本、社區治理及社區營造的觀點來觀察金華社區之發展，探討組織網絡、信任關係、社區參與為社會資本所重視，並瞭解社區治理及社區營造運作情形。里作為地方最基層之行政組織，扮演公部門與社區溝通與行政往來的媒介，而政府推動社區工作需仰賴基層組織結合居民共同執行，解決社區問題，並協助培養社區居民公民精神。
本研究透過相關文獻及深度訪談方式，訪談政府機關人員、金華社區幹部、居民等人，試圖瞭解金華社區之社會資本現況，社區治理情形，社區營造工作，藉以分析上述因素與社區發展的關係。經過分析可歸納為下列幾點：1.透過居民參與不同社團組織，有利於網絡連結及聯繫，並有助於推動社區工作；2.社區利用各式課程及活動，不僅可以提高居民參與率，亦可凝聚社區向心力；3.社區發展協會與里辦公處互動關係影響社區治理及資源整合；4.社會資本、社區治理及社區營造之間關係密不可分，並為社區發展之重要因素。
未來政府政策皆需仰賴社區組織團體協助，期使本研究之相關分析與建議能提供瞭解社區資本現況，改善社區治理困境，協助社區進行營造之動力與目標，並促進社區永續發展。

This study investigates the development of Jinhua community in the perspectives of social capital, community government and community development. Social capital puts a high importance on organization networks, rapport, and community participation. The present study explores the relationship between social capital and community government and examines how social capital and government models work together to solve community problems, cultivate the spirit of citizenship, and show the promotion of community development. The legislation of the policies relies on the assistance from the community. This study aims at helping the community get out of dilemma of government to achieve the goal of comprehensive and sustainable community development by revealing the current situation of the community capital.
