在台灣法規明定,消防機關的三大任務包含火災預防、災害搶救及緊急救護。因民眾危機意識抬高,火災或重大意外事故已降低許多,惟緊急救護案件數屢創新高。隨著台灣步入老齡化社會,再加上救護車的機動性與便利性,使得民眾對於緊急救護服務的依賴日益趨升。
本研究透過質性研究的多重個案研究法,探討緊急救護服務系統之改變。自研究過程中發現緊急救護服務系統的運作與核心成員包括醫院、消防、廠商及民眾,有非常密切的互動關係,恰巧能適用於服務主導邏輯之服務生態系統觀點探究。藉由緊急救護服務系統之價值主張吸引更多成員加入,同時也會產生更多互動機會以及資源分享的可能,在依循著一定的規範下進行價值共創,也就是形成服務生態系統之概念。
根據研究結果發現,緊急救護服務系統確實能夠視為一個服務生態系統,其中每個行動者藉著資源整合以及服務交換,達到整體緊急救護服務之品質提升,即為一同進行價值共創之意涵。因此,透由服務主導邏輯概念,提供全新的角度思考,如何強化緊急救護服務系統。過去文獻只限於如何縮短緊急救護之反應時間,尚無以服務為出發點,探討如何提升緊急救護服務品質。是以,本研究以實證研究證明緊急救護服務系統即為一服務生態系統。
The regulations in Taiwan clearly state that the three major tasks of fire agencies include fire prevention, disaster rescue and emergency medical service. Although the general public's awareness of crisis has increased, and the trend of fire cases or major accidents has decreased, the number of emergency medical cases is still reaching new highs. It shows that under the conditions of limited manpower and resources, handling huge emergency medical demand and also providing fast and effective services is a major issue.
This study analyzes the process and impact of the emergency medical service system change through a qualitative multiple case study method. Since the research, it has been found that the core members of the emergency medical service system include stakeholders such as hospitals, firefighters, equipment suppliers, and the public.They have very close interactions with each other and have an important impact on the emergency medical service system. It is quite suitable for exploring the service ecosystem perspective of service dominant logic. By attracting more members to join through the value proposition of the emergency medical service system, it will also generate more opportunities for interaction and the possibility of resource sharing. Co-creation of value in accordance with certain standards is the concept of forming a service ecosystem.
In the past, the literature major study on how to shorten the response time of emergency medical service. There is limited study discuss how to improve the quality of emergency medical service with the perspective of service. Therefore, this study is an empirical study that proves that the emergency medical service system is a service ecosystem.According to this study results, it is found that the emergency medical service system can indeed be regarded as a service ecosystem, in which each actor achieves the improvement of the overall emergency medical service quality through resource integration and service exchange, which is the core meaning of co-creating value together . Therefore, through the introduction of service dominant logic concept, it provides a new perspective and opportunity on how to strengthen the emergency medical service system
