直昇機艦載於艦艇執行艦機組合作業在我國已有近40餘年的工作經驗,長期以來多從事軍方或與政府相關之工作。近年來隨著新式艦艇陸續服勤,另外在直昇機的種類與數量也逐年遞增,在執行相互組合作業時,卻發現目前缺少能夠相互整合的機構,得以進行技令的研發、裝備的測試及各項系統的認證。因此,本論文將針對國內外現行艦機組合作業之法令規章、體制及運作方式等進行文獻回顧。從我國目前實際執行艦機組合作業之相關單位為起點,藉由與工作研發人員之深度訪談,探討新服勤之艦艇與直昇機相互執行艦機組合作業的可能性;最後,本論文將對現有之艦機組合作業提出具體改善建議,並以組織層面、法規層面及操作層面等三項構面,臚列出近程、中程及遠程的工作目標,以作為政府未來建構新一代艦船與直昇機艦機組合作業的參考依據。
For various requirements of governmental and military operations, helicopter ship board landing operation has been made for nearly 40 years of working experience. In recent years, with increasing numbers and types of new ships and helicopters coming in service, implementation of two different platforms in real operation has confronted with lack of an institute or system that can integrate helicopter and ship board operations, and for further testing, developing operation manuals and certifying different degrees of qualifications of the equipment.
Based on this requirement, this thesis focuses on reviewing the existing international and domestic laws and regulations of flight operation, and proposes a system configuration and operating method of integrated helicopter shipboard operations. This thesis will discuss the possibility of combining new ships and helicopters for future shipboard operation by visiting current operational facilities and conducting in-depth interviews with personnel who have expertise in the field of research and experimental development. With the study support, this thesis will conclude and propose a suggestion for the future shipboard operations on organizations, laws and task execution, and set short-, mid-, and long-term goals as guidelines for future shipboard operations of new generation of ships and helicopters for the R.O.C. government.
