本篇論文主要透過政策學習（policy learning）理論之概念，探討「臺北市垃圾費隨袋徵收政策」之學習過程。本文運用深度訪談與問卷調查研究方法，在政策學習過程的討論上，採用學者Dolowitz與Marsh提出之「政策轉移」（policy transfer）架構作為分析工具，及學者Evans與Davies提出之「自發性政策轉移過程」（voluntary policy transfer process）結構之概念，探究「臺北市垃圾費隨袋徵收政策」之政策學習內涵。本研究深切希望此研究成果，有助於後續學習個案與相關研究之發展。
本文在研究分析的內容分為兩部分，第一部份為「臺北市垃圾費隨袋徵收政策」學習過程之整體評估；第二部分為行政官僚於學習過程之運作內涵。在研究個案政策學習之整體評估上，本文發現在學習過程中對政策學習發展具有重要影響之因素包括：政策參與者的參與情形、學習內涵的選擇、政策複雜度、學習單位內部制度性與結構性因素之考量、政策可行性條件之評估，本文發現成功的政策學習即必需兼顧此五項因素。
行政官僚在學習過程運作分析上，本文發現政策資訊之掌握程度、組織內部共識之達成、與相關參與者維持良好的互動、學習方案之確定、解決政策執行問題的能力，都是運作過程中不可忽略的條件。此五項條件有助於評估學習之方案是否能順利實施，亦是政策制定者在採取學習行為前應注意之事項。

This thesis is to discuss the learning process of “Policy of per bag trash collection fee in Taipei City” by the concept of policy learning theory. In-depth interview and questionnaire survey are adopted as the research methods; in terms of the discussion of policy learning process, the framework of “policy transfer” by Dolowitz and Marsh are adopted as the analysis tool, and adopts the concept of “voluntary policy transfer process” structure by Evans and Davies to discuss the content of policy learning in “Policy of per bag trash collection fee in Taipei City”. It is highly expected that the research results could facilitate the development of follow up learning cased and relevant research.
The content of research analysis here is divided to two parts: one is the overall evaluation of the learning process of “Policy of per bag trash collection fee in Taipei City””; and another is the content for the operation of administrative bureaucrat in learning process. For the overall evaluation of policy learning in research case, it is discovered that factors with important influence on the development of policy learning in learning process include: participation condition of policy participant, selection of learning content, policy complexity, consideration on the system and structure factors within the learning department, and evaluation of policy feasibility condition. It is discovered that these five factors are equally important for success policy learning.
In terms of the analysis for the operation of administrative bureaucrat in learning process, it is discovered that control extent of policy information, achievement of common consensus within the organization, keeping good interaction with relevant participants, confirmation of learning project, and ability to solve policy execution problem are all important conditions in the operation process. These five conditions could facilitate the evaluation on whether the learning project could be executed successfully, and they are also important issues to be noticed by policy maker before the adoption of learning behavior.
