摘 要
近年來中國大陸有如巨大的磁石，吸引了全球產業下一波的投資計畫，不僅是傳統產業，被視為近代最重要產業的資訊相關產業，也紛紛投向其懷抱。尤其是近十多年來支撐起台灣經濟命脈的資訊產業陸續出走至大陸的事實，讓人不得不擔心台灣資訊產業的前景。因此在我國政府打出「積極開放、有效管理」的政策口號之際，面對產業大舉西進的風潮，我們需要深思台灣的投資環境是否已經大不如前？有哪些重點是產業界急切關心而政府應致力改善之處？唯有知己知彼並自省改進，才能以台灣為主導角色，有效進行全球運籌管理。
本研究之目的旨在探討當前資訊產業業者在評估投資區位時，對海峽兩岸的工業區位的選擇，考量了哪些評估標準？對這些評估標準的重視度如何？綜合各項評估標準後對進駐區位的偏好順序又如何？
研究中首先透過對相關文獻探討與產業業者的實際訪談，得出評估工業區位的六項評估標準，即公共設施、技術取得、人力供給、政府政策、營運成本、基地位置。之後再選定海峽兩岸發展資訊產業較為成功或潛力較高的工業區位，做為比較分析之替代方案，在台灣方面為新竹科學園區、台南科學園區、台南科技工業區、南港軟體園區、高雄軟體園區等；在中國大陸方面則選定上海高新科技園區與北京高新科技園區。再據以建立AHP（層級程序分析法）架構，求得各評估準則的優勢向量與替代方案的優先順序。
研究結果顯示，在評估準則方面，本研究所探討之四種資訊產業，即電腦與周邊硬體、通訊、IC設計、軟體等四項產業，均以營運成本為最主要考量，人力供給、技術取得與政府政策為次要考量，普遍最不重視之因素則為公共設施。在工業區位選擇方面，電腦與周邊硬體、通訊、IC設計等三項資訊產業評估區位進駐順序為新竹科學園區、上海高新科技園區、北京高新科技園區、台南科學園區、及台南科技工業區；而軟體產業之區位進駐順序則為上海高新科技園區、北京高新科技園區、南港軟體園區、高雄軟體園區、台南科學園區、及台南科技工業區。
