  • 隨著全球氣候變化和資源缺乏的情況下,許多國家已經認識到近年來可持續發展的重要性。綠色產業(GI)的推動是可持續發展的重要議題。近年來,國內外許多綠色產業之相關研究研究試圖表明綠色產業的推動在經濟上的影響力,但是目前多數僅注重於單一或特定綠色部門,單一地區之特定綠色產業,或是理論機制進行探討,較少研究以產業關聯效果之面相進行綠色產業在地區經濟發展中的角色及發展內涵。
    因此,本研究旨在根據現有豐富文獻的概念定義來總結綠色產業的分類,建立可量化的可操作數據,以幫助研究人員瞭解台灣綠色產業的經濟特徵及空間特徵,以西元2006年 (民國95年)以後之行政院主計處統計之工商普查資料為主要研究基礎數據,每隔5 年為一固定點觀察,時間分別為西元2006年、2011年以及2016年(民國95、100及105年),透過三個步驟進行探討: (1) 綜合綠色產業定義與國內標準統計調查資料之分類架構,提出41個綠色產業子集;(2) 經由產業關聯分析,建立各別的綠色產業價值鏈,並探討該產業之特性、關聯產業以及經濟乘數效應;(3) 透過區位商數)分析綠色產業(價值鏈)之集中地區(空間格局)。
    根據實證分析,本研究結果表明 : (1)在經濟向度的實證結果中,可以發現大多數綠色製造類的產業屬於火車頭產業,可以作為關鍵的經濟驅動因素,有助於提升環境績效及綠色創新。(2)在空間向度的實證結果中,與過去研究觀點相符合,多數綠色產業會群聚於大都會地區或是製造技術聚集之地區,而綠色廢物處理等補救服務產業則有可能進入低收入地區,並且與政府政策具有關聯性。因此,後續研究學者可繼續朝向空間聚集原因以及產業群聚與經濟成果之間的關聯進行研究,而產業部門的分類侷限仍是一項不易解決之問題,故本研究認為政府應重視並且提供產業的廢棄物及汙染排放細部數據以利後續進行更深入的研究探討。

    Under the threat of global climate change and resources limitaiton, many countries have recognized the importance of sustainable development. Green Industries (GI) is the specific themes on sustainable development. There is a growing trend in GI research and practice, in order to create more jobs and encourage economic growth. However, the conceptual framework of green industries has not been adequately developed, and there is no clear operational definition of GI . Hence, this paper aims to summarize the classification of GI from the existing literature, and build an operational framework to advance the GI research.
    To meet the objective, we use the 2006, 2011, 2016 industrial statistics of Taiwan to analyze the economic and geographic characteristics of GI in Taiwan through three steps : (1) we compared the conceptual definition of green industry and the standard industrial classification structure, and proposed a 41-subsets of GI; (2) we established a green industry value chain through input-output analysis, and explored the economic characteristics, related industries, and multiplier effects; (3) we analyzed the spatial clusters of green industries through location quotient and Getis and Ord Gi*.
    In conclusion, this paper reveals that most GI in manufacturing sectors are the "leading industry" which can be used as key economic and environmental driving factors. Moreover, most GI sectors are clustered in metropolitan areas, but green remediation service sectors were located in peripheral areas.
