  • 水產飼料製造業是台灣重要的漁業產業之一,然而近年來面臨著許多困難和挑戰,需要不斷提高經營效率和創新能力。本研究以一家代表性的水產飼料公司為案例,探討其如何通過實施「改善提案」制度來達成這一目標。「改善提案」制度是一種鼓勵員工提出創新的解決方案和改進建議的制度,旨在建立一個創新且開放的企業文化。然而,要成功實施這種制度卻存在一定挑戰,包括如何優先排序和分配有限資源。
    本研究旨在解決這一問題,使用層級分析法 (AHP) 來評估和排序「改善提案」中的關鍵成功因素,以提供科學的決策支持。研究的具體目的包括透過文獻回顧和專家訪談,歸納出影響「改善提案」的評估主準則和次要準則;分析這些主準則的相對重要性;以及提供針對改善提案的具體結論和建議,以協助企業制定更有效的策略。
    研究方法包含三個層次,從評選主準則、構面到具體評估因子。透過成對比較問卷和AHP分析,我們評估了這些因子的相對重要性。調查對象包括9位來自不同部門的主管和專家,使用AHP問卷進行評估。研究結果發現:生產相關專家認為前五名的關鍵因子依序為獎勵制度、高階主管承諾、策略規劃、公司文化支持和溝通管道;非生產相關專家的關鍵因子排序則為員工參與、同事支持、高階主管承諾、審查制度設計和策略規劃。本研究發現不同專業領域的專家對關鍵成功因素有不同觀點,並識別了多個關鍵成功因素。組織應綜合考慮不同觀點,以確保制度的全面成功。本研究不僅提供了一個有效的決策分析工具,也揭示了不同專業領域對關鍵成功因素的看法和差異,對於飼料業和水產養殖業有實際應用價值。未來的研究可以進一步擴大調查對象和範圍,並考慮其他影響因素和變數,以增加研究的普遍性和有效性。

    The aquafeed manufacturing industry plays a pivotal role in Taiwan's fisheries sector. However, it has recently encountered numerous challenges, necessitating improved operational efficiency and innovation. This study examines how a representative aquafeed company achieves these goals through an employee suggestion system, fostering an innovative corporate culture. Implementing such a system involves challenges like resource allocation.
    This study employs the Analytic Hierarchy Process (AHP) to assess and prioritize key factors within the improvement suggestion system, offering evidence-based decision support. The study reviews literature and conducts expert interviews to deduce primary and secondary criteria affecting "improvement suggestion system." It analyzes their relative importance and provides specific conclusions and recommendations for more effective organizational strategies.
    Methodologically, it employs AHP with three hierarchical levels, including primary criteria, dimensions, and specific assessment factors. Through pairwise comparison questionnaires, the relative importance of these factors is determined, involving 11 experts and managers from various departments.
    The study identifies key success factors, such as top management commitment, employee engagement, peer support, reward systems, and strategic planning. Integrating diverse perspectives is recommended for comprehensive system success. This research offers an effective decision analysis tool and insights into variations in the perception of key factors among professionals, with practical applications in the aquafeed and aquaculture industries. Future research can enhance generalizability by broadening subjects, variables, and considering other influencing factors.
