隨著都市、交通建設發展，消費者偏好轉移並對商業環境的要求提高，導致舊市中心商業空間不再具有競爭力。而公部門欲重振市中心時，過去偏重公部門主導的「規劃建設」方式，往往以傳統提供土地或硬體公共設施作為復甦市中心區的手段，加上公部門管理力有未逮，不僅間接促成市中心商業區喪失其特色，甚至使其無法永續經營而更顯衰頹。
因此，本研究以市中心復甦為目標，在面對商業環境轉變的時候，將著重在營造管理並發揮場所特色，同時以公私合作方式進行「規範管理」運作。在此借鏡近年新趨勢，歐美各國被賦予公權力的「商業促進區(Business Improvement District，BID)」，探討成功結合公部門舊市中心商業區達到自治管理的效果。
為檢視國內公部門現有的規劃管理的工具，瞭解其運用於舊市中心商業區之成效，因此透過比較國內外都市更新的遠景與機制及商業促進區(BID)案例與國內境遇對照，並將商業促進區(BID)的精神運用在台灣的舊市中心復甦來達到規範管理之效益，以作為未來進行再發展規劃時，規範管理策略擬定時之理念與機制參考，使舊市中心空間擁有自治管理的能力得以復甦且更能發揮整體特色。

Along with the development on urban infrastructure and transportation, the increasing requirements on business districts follow by the preferences of consumers; old city central business districts have become less competitive. Traditionally, restorations done by the directed by public bureaus overemphasize on providing land and public infrastructures with planed reconstructions. However, these legislations usually did not accompany by effective administrations and resulted with the lost of characteristics. Moreover, these legislations disable everlasting sustainability and degenerate business establishments.
The objective of this study is to establish a well thought out public-private cooperative operation for resuscitation with an emphasis on the construction management and the characteristics of the old city central business districts of situated public spaces. A discussion on movement of BID projects - successful cooperation between public bureaus and the privatized management, the achievement on autonomous old city business central business districts in Western countries with a government authorization of private corporations is included in this study.
An examination on current regulations on planning and management implements in public bureaus in Taiwan will be presented in this study in order to give a deeper understanding on the efficiency and applicability of these regulations. Comparing case turn-outs in Taiwan and those are in other countries, this study will conclude with suggestions on BID planning and its applicable regulations for better and more effective autonomous management in old city central business districts by using the true essences of BID.
