台南市長期以擁有台灣歷史最悠久且豐富文化資產的「府城」自居,其獨特的巷弄文化與在地居民充滿濃厚人情味的鄰里生活亦是許多人知道的在地特色,台南市的都市再生不僅只處理外在的硬體環境,其所蘊含的豐富故事與價值性衍生出的屬於在地特殊的生活文化,與在地居民、在地團隊組織和外來者之間藉此牽引出的互動關係,若一味注重外在的資產樣貌與歷史保存,忽略了居住於此的居民實際的需求、與歷史區域的相對關係及居民本身演變出的獨特生活文化,都市的再生就僅止於表面上,再生的主角應回歸到實際的人身上,因為有人的存在,才會有地方,進而演變為都市,因此,人才是台南市在建構整個歷史區域氛圍上真正的主角。
社區環境營造過去有社區規劃師制度的推動,原本是期待社區規劃師進入社區並透過居民參與的過程,對社區環境營造有更貼切的幫助。然而卻逐漸轉為以社區領導人的意見取得為主,忽略居民參與的操作方式。社區環境營造協助者若沒有進入在地就不易有媒介管道了解地方的真實狀況,一些在地方角落裡長期被人忽略或尚未被挖掘出來的問題與潛力將會因而錯過,難以在環境營造上找到確切的問題本質。因此,本研究乃藉駐地工作站的運作,進入社區與社區組織、居民與店家經營者產生互動,以掌握駐地工作站協助社區組織與居民參與社區環境營造的特質與問題,期望對未來社區環境營造的推動有所幫助。
本研究以位於台南市舊城歷史區域的銀同社區為研究對象,一方面從文獻回顧中探討歷史區域周邊社區環境特質與現況、公私部門在推動地區營造計畫的瓶頸;另一方面自2013年1月開始進駐社區,為期一年的時間,與社區組織、居民、新進駐的在地店家進行交流互動,共同參與協力社區硬體環境改善議題,由實質進駐參與的過程中,將駐地過程記錄成為分析的資料,討論對歷史區域環境保存再生、社區環境營造協力與媒合在地團體交流的推動,並就推動的內容與過程進行記錄與分析。
藉著台南歷史區域中社區駐地工作站的建構與運作過程經驗,歸納以下三點結論,期望對後續以駐地工作站協助社區組織與居民參與社區環境營造能有所助益。
1.社區駐地工作站運作模式之工作內容:以社區環境營造的角度,建構在地資訊平台,協助加深居民公共意識,並促進在地店家與社區的交流互動。
2.社區環境營造計畫的參與式規劃生成特性與成效:社區工作站能協助社區組織對社區營造點的後續管理能力,累積經驗促成帶動歷史環境再生之契機。
3.社區環境營造計畫之整合:社區組織雖能致力於社區內環境營造點的改造,但在這改造點與社區環境發展的整體性的關連較不易呈現,此是需有對該社區環境發展熟悉的環境規劃者的協助,駐地工作站可期待有此功能。
Summary
Community environment create the past to promote community planners system was originally looking into the community and community planners through the process of resident participation, community environment create a more appropriate help. But it has gradually turned to the views of community leaders made mainly ignored residents to participate in the operation.
It make a wish in creating a community environment that those who did not enter the ground is not easy to understand the real situation of the pipeline have local media, and some have long been ignored or have not yet been excavated at the local corner of people's problems and potential will therefore miss, it is difficult to find on the environment and create the exact nature of the problem. Therefore, this study is by resident workstation operation into the community and community organizations, residents and store operators to interact in order to grasp the resident workstation assist community organizations and residents to participate in creating a community environment characteristics and issues, expectations for the future to create a community environment promote help.
Introduction
Tainan city has been known as "the Prefecture City" with the most historical and longstanding cultural assets in Taiwan. It's unique diversity of alleys and hospitable neighborhoods are the most precious local characteristics. Tainan City's urban regeneration not only deal with external hardware environment, it contains extensive story and value derived from the living culture in places belonging to special, between the team organization and outsiders to take traction out of the interaction with the local residents.
If the focus on the external appearance and historical preservation of assets, ignoring the actual needs of the residents living here, and the relative relationship between the history of the area and the residents themselves evolved out of a unique living culture, urban regeneration is only limited to the surface, regeneration of the protagonist should return to the actual person, because there are some people, and will have a place, and then evolved into the city, people are on the Tainan area to construct the entire atmosphere of the real protagonist of history.
Materials and Methods
In recent years, the awareness of environment planning and historical regeneration issues obligates Tainan city government and community empowering society to promote "local workstation participating plan" sending relative workers into local community for observation and problem detection.
This study uses literature review to discuss the characteristics and current situations of communities adjacent to historical areas, the pros and cons for public and private sectors to promote environmental improvement plan and the operational limit of former local workstation system.
By practically stationed in local community, we identified local living types, assisted community organization to do resource observation and propose ideas for environmental improvement. We create a communicate platform for local residents, local characteristic stores and new-comers to share their livelihood, culture and resources and also establish new type of local workstation system.
Results, Discussion
Through the establishment of "local workstation", a participating platform for encouraging the communication and interaction inside and outside the community has been established. Taking "YinTong Village" as case study area, we stationed in the community since January 2013. Within the one year period of station, we communicated and interacted with community organization, local residents and characteristic stores and new-comers and worked together for environmental improvement in the community.
Conclusion.
In the process of practical station, we identified those works as analytical data to discuss the benefit of local workstation on historical area preservation and regeneration. The conclusions are listed below:
1.The characteristics of local workstation operational type in old city's community:From the viewpoint of community environmental improvement, enhance residents public awareness and promote the communication and interaction between local characteristic stores and community.
2.The characteristic and efficiency of residents participating in community environmental improvement plan:Adaptive management and sustainable development are two characteristics of community center. It will promote the opportunity of historical areas regeneration.
3.The efficiency of integrated community environmental plan:The establishment of integrated community environmental plan platform let the residents propose ideas from their experience of using local resources. Further it brings up the consciousness of protecting the environment by local residents themselves is the key to sustain the interaction between human, culture and history.
