鄉村地區整體規劃作為國土計畫法施行後所建立之法定計畫工具,其推動過程涉及中央與地方政府、規劃專業團隊,以及在地居民、產業經營者等多元權益關係人之協作。然而,現行規劃實務於決定何人應參與規劃過程之環節,主要仍依賴規劃團隊之個人經驗與既有人脈進行判斷,缺乏一套具共同標準、可重複操作之評估機制。本研究立基於此制度既已確立、持續運作之前提,聚焦於規劃理論中之程序論取向,探討如何強化權益關係人辨識之操作品質,而非另行提出一套脫離現行制度之理想化主張。
本研究採理論建構、專家共識、實證探索的研究流程。第一階段以規劃理論中之程序論立場為理論定位,聚焦於規劃領域內部之權益關係人理論發展脈絡,以顯著性模型為核心理論基礎,萃取二十六項候選評估因子,建立目標、構面、指標、 因子四個層級之初步評估架構。第二階段邀集產業界五人、學術界二人與公部門三人,共十位專家,透過兩輪模糊德爾菲問卷,依共識重要程度值之平均數 6.47 為篩選門檻,篩選出具共識之因子,並以層級相對權重值法計算各因子之相對權重。第三階段以臺南市左鎮區為示範性探索場域,透過深度訪談、現場觀察與文件分析,將評估架構應用於觀光發展與農業發展兩項議題,探索並記錄架構於實務情境中之運作樣貌,並據以提出建議。
經專家共識程序篩選後,本研究確立之評估架構由核心屬性與支持屬性兩個構面、權力、影響力、合法性、緊迫性、鄰近性與立場六項指標、十五個評估因子構成,各因子全域權重介於0.062至0.072之間,呈現均衡分佈。其中,公平性、提出要求等規範性因子,以及知識、經驗、技能、教育等背景指標因子,於專家共識程序中未能通過篩選門檻。本研究依循程序論立場,將此結果詮釋為鄉村地區整體規劃實務操作中規範性與情境性視角容易被邊緣化之現象。於左鎮探索中,架構之排序結果與實際規劃過程之參與邀請呈現高一致性;同時,探索過程亦揭示鄰近性指標之操作定義、合法性指標之價值衝突處理,以及立場指標之表態立場與真實偏好辨別之三項課題。
本研究之研究貢獻,在於將顯著性模型之管理者視角侷限,由抽象之概念提醒轉化為可具體觀察、可追溯成因之實證現象。實務貢獻則在於為現行《鄉村地區整體規劃作業手冊》提供一套具體可行、可與既有程序銜接之權益關係人辨識輔助工具。本研究亦指出其限制:本研究僅以左鎮此山區、高齡化型鄉村作為示範場域,架構於平原型、人口成長型等其他鄉村類型之適用性,有待後續多場域驗證;專家樣本之領域分佈及田野資料蒐集之時間範圍,亦構成方法論上之限制。未來研究可朝跨場域比較、縱貫性追蹤,以及潛在權益關係人系統性辨識之發展等方向推進。
As a legal instrument established under Taiwan's Spatial Planning Act, rural planning requires collaboration among central and local governments, planning teams, residents, and industry stakeholders. However, current practices primarily rely on personal experience and networks of planning teams to select participants, lacking a standardized and replicable method for stakeholder identification. Grounded explicitly in the procedural approach of planning theory, this thesis develops a stakeholder identification assessment framework designed to enhance, rather than replace, the existing institutional process. Employing a three-phase approach: theoretical construction, expert consensus, and empirical exploration. Twenty-six candidate factors derived from Mitchell and others’ salience model were organized into an initial four-tier framework. This framework was then evaluated by ten experts (five from industry, two academics, and three government officials) through two rounds of the Fuzzy Delphi Method, with weights assigned using a relative-weighting technique. The final framework comprises two dimensions, six indicators, and fifteen factors, with normalized weights ranging from 0.062 to 0.072, totaling 1.000. When applied experimentally to tourism and agricultural issues in Zuojhen District, Tainan, the framework's rankings closely aligned with actual participation in workshops and interviews, while also identifying areas for improvement related to the proximity, legitimacy, and position indicators. This study offers a practical enhancement to the current rural planning operational manual.
